Description
The objective of this work is for a contractor to provide an automated, electronic news retrieval service to create a daily set of news ?clippings? to be made available to all U.S. Nuclear Regulatory Commission (NRC) employees through a link on the NRC Intranet. This service shall provide each of the approximately 3,000 employees with a thorough and timely compilation of news stories, sorted by category, affecting their professional lives. The categories shall include but not be limited to: nuclear reactor operations; nuclear plant security; radiation; nuclear non-proliferation; nuclear uses in industry and medicine; nuclear waste; uranium mining; and nuclear fuel processing facilities. These clips shall cover these issues in domestic newspapers and in the major publications abroad. Domestic coverage shall include wire services including Dow Jones, major daily newspapers, including the Wall Street Journal and as many as possible on an appended list (to be provided with the Request for Proposal), weekly news magazines and, if possible, available broadcast transcripts. International coverage shall include but not be limited to: The Economist, The Financial Times, the Times of London, the International Herald Tribune, English-language dailies in India and Pakistan, China and Japan. Wire service coverage abroad shall include: AFP, Reuters, Xinhua, Kyodo, Canadian Press, and DPA. The product shall also include scientific source material applicable to the nuclear subject area searchable by agency employees. This contract is contemplated to run for a base period and option years may be considered. It is estimated that the Request for Proposal (RFP) will be posted on or about February 28, 2005 and will be distributed solely through the FedBizOpps website at http://www.fedbizopps.gov. The closing date for proposals will be approximately two weeks after the date that the solicitation is posted at the FedBizOpps website. The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document will not be available. Because this RFP will be posted at this website, interested parties are instructed NOT to send letters, E-mails, or faxes requesting the RFP. Telephoned, E-mailed, or faxed requests for the RFP will NOT be accepted. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. The size standard for this procurement is an average $6.0 million over the past three years, as set forth under NAICS Code 519110. Telephone inquiries or responses are NOT acceptable. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals. Businesses, large and small, interested in teaming arrangements, should send their business information (i.e., Name, address, contact name and telephone number, and size of business) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the list in order to post it with the solicitation, the due date and time for receipt of business information is February 22, 2005. All parties are put on notice that this limited source list is not representative of all sources which may have accessed the solicitation which is available on the FedBizOpps website. All parties will be notified of the awardee?s name and address when the award information is synopsized in FedBizOpps.
