- Description
- The National Marine Fisheries Service (NMFS), Alaska Region, requires a contractor to recruit, select, supervise and outfit observers for the Alaska Marine Mammal Observer Program (AMMOP). The primary goal of this Program is to report on the number, condition, and nature of incidental injury and mortality to marine mammals and sea birds occurring during the course of Category II commercial fishing operations in Alaska. Its main objectives are, in order of priority, to: 1) obtain reliable estimates of incidental serious injury and mortality of marine mammals, 2) determine the reliability of reports submitted by vessel owners and operators, 3) identify changes in fishing methods or technology that may increase or decrease incidental serious injury or mortality if necessary, 4) obtain reliable estimates of incidental serious injury and mortality of seabirds, 5) collect biological samples for scientific studies that may otherwise be unobtainable, and 6) record data on by-catch and discard levels of all catch species. The specific tasks of this contract are scoping studies of fisheries to be observed, the collection of observer data during fishery operations, in accordance with the above priorities, and to provide industry outreach in fisheries that may include Prince William Sound drift gillnet, Southeast drift gillnet and purse seine fisheries, Bristol Bay set and drift gillnet fisheries, and the Yakutat set gillnet fishery. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Task Orders will be issued on an as needed basis with minimum and maximum ordering levels established. The period of performance will begin on date of contract award (approx. 9/15/05) and will continue for four option years (approx. 9/14/2010). A Request for Proposal (RFP) solicitation will be available on or about May 12, 2005, through the Government's website at http://www.fedbizopps.gov/. No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. It is incumbent upon interested parties to register at the solicitation's site for notification and to review the site frequently for any updates/amendments to any and all documents.
