Description
This project will consist of grading, drainage, retaining wall, and bituminous surfacing on 11.537 km of roadway for Wyoming Forest Highway Project 23-1(2), Louis Lake Road, in Shoshone National Forest, Fremont County, and State of Wyoming. Estimated price range is between $5,000,000 and $10,000,000. This project contains one schedule and one option. Principal work items for the schedule include: 112 ea drainage structure survey and staking; 23.992 km grade finishing stakes; lump sum contractor testing; 7,350 m silt fence; 4,390 sediment control log; 40,000 m3 water for dust control; 31.6 ha clearing and grubbing; 82 ea removal of pipe culverts; 135,000 m3 roadway excavation; 18,600 m3 waste; 13,600 m2 roadway obliteration; 700 m3 placed riprap class 3; 300 ea placed individual boulders; 240 m2 rockery wall; 1,020 m2 revet mattress, galvanized or aluminized coated; 3,100 m2 mechanically stabilized earth wall; 430 m2 soil nail retaining wall; 1,062 m soil nail; 44,000 metric t aggregate base; 1,250 metric t aggregate surface course; 680 metric t asphalt cement grade PG 58-34; 11,300 metric t superpave asphalt concrete pavement, 12.5 mm nominal maximum size aggregate, 0.3 to 3 million ESALs, type 1 pavement smoothness; 130 metric t prime coat grade MC-70; lump sum culvert construction; 1,554 m pipe culvert - various sizes; 218 ea end section for pipe culvert - various sizes; 1,380 m guardrail system; 430 m3 rubble masonry, rock face finish; 2,000 hrs various equipment; 11,500 m3 placing conserved topsoil; 23.0 ha mulching, hydraulic method, bonded fiber matrix; 13,630 ea root transplant; along with associated subexcavation, seeding and traffic control. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
