- Telecommunications Network Operation, Maintenance & Management Services FISC Det Philadelphia intends to acquire through competitive small business set-aside solicitation, Telecommunications Management Services at Aguada, Puerto Rico. The Contractor shall operate and maintain the LF Fixed Submarine Broadcast System (FSBS) at NCTAMS LANT Aguada, Puerto Rico. The Contractor shall be responsible for all equipment and facilities 24 hours per day, seven days per week, and 365 days per year (including the additional day for leap year). The site is a remote facility of the U.S. Naval Computer and Telecommunication Area Master Station Atlantic (NCTAMS LANT), Norfolk, Virginia and is physically located in the northwest corner of Puerto Rico. Operation and maintenance of NCTAMS LANT Aguada, Puerto Rico shall be conducted in accordance with the terms and conditions stated in the RFP SOW. SITE/SYSTEM DESCRIPTION. The AN/FRT 95 at NCTAMS LANT Aguada, Puerto Rico and its antenna constitute an operational LF FSBS transmitter facility providing strategic and tactical Atlantic Ocean LF support. The site consists of one Top Hat Monopole 1200? base insulated antenna, one transmitter building housing one LF transmitter, and one helix building housing all antenna tuning components. TIME AND PLACE OF PERFORMANCE. The work shall be performed at NCTAMS LANT Aguada, Puerto Rico as specified for an orientation/phase-in/turnover period of 30 days and a follow-on period of one year plus four one-year options, unless sooner terminated by the Government. It is anticipated that Contractor Personnel will be required to have up to SECRET clearances for certain positions and CONFIDENTIAL clearances for the rest. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Government. This requirement has been set aside for small businesses. All qualified small businesses are encouraged to submit proposals for consideration of the Government. A firm-fixed price contract is anticipated to result from the solicitation. All contractors must be registered in the Central Contractor Registration system. The RFP will be posted on the NECO Website at www.neco.navy.mil not earlier than 6 May 2005.
