- Fleet and Industrial Supply Center (FISC Norfolk, Philadelphia Division intends to acquire, through a best-value full and open competitive procurement, services for the operations, maintenance, and systems support of the Navy?s PBIS (Program Budget Information System), as well as the development and implementation of new system enhancements/functionality to PBIS, and the integration of PBIS with functionally related systems. The requirement also includes PBIS data analysis/data presentation, PBIS training, and Business Process Engineering and Re-engineering directly related to PBIS. The PBIS is an Oracle-based system whose ultimate purpose is to develop the Navy?s budget submission to the Office of the Secretary of Defense and Congress. It is anticipated that the instant requirement will be procured competitively using a single-award IDIQ CPFF type contract, and that the contact will be for a one-year base period with four (4) one-year options. Anticipated labor categories under this requirement are as follows: Project Manager, Technical Lead, Software Engineer/Programmer, Oracle Database Engineer, Oracle Database/System Administrator, Test Lead/Software QA, and Functional Analyst. The estimated level of effort for the base year is 16,920 hours. The total estimated level of effort, if all options are exercised, is 84,600 hours. It is anticipated that 20% of the work will be performed within Government spaces at the Pentagon, and that the remainder of the work will be performed in the successful contractor?s facility, which must be located within 25 miles of the Pentagon. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider the offerors? technical proposals significantly more important than their cost/price proposals. The Government intends to award a single task order contract. The anticipated start date for this contract is 01 October 2005. All responsible sources may submit a proposal which will be considered by the Government. The applicable NAICS code is 541511 and the size standard is $21.0 million. This requirement is not set-aside for small business.
