Description
The Office of Thrift Supervision (OTS) is a bureau of the Department of the Treasury and has 4 Regional Offices with Field Offices located in Jersey City, NJ, Atlanta, GA, Dallas, TX, and San Francisco, CA. The OTS is seeking to contract with a facility (i.e. hotel or conference center) that has the capacity to provide a room block for its 600 employees attending a meeting that will take place over 3 days beginning Wednesday, September 6 and ending Friday, September 9, 2005 or beginning October 11, 2005 and ending October 14, 2005. The areas in which the OTS will consider having the meeting are limited to Atlanta, GA; Nashville, TN; New Orleans, LA; Orlando, FL; Grapevine, Texas; Los Angeles, CA; Lancaster, PA; Philadelphia, PA. The facility must be large enough to guarantee that the block of 600 rooms for 3 to 4 nights will be located together with hospitality suites located nearby. Additional services required for the meeting include, but are not limited to: breakout rooms for meetings, catering (breakfast, lunch, morning and afternoon breaks, dinner), audiovisual, transportation to and from the airport to the facility (attendees will be arriving on different airlines at different times), on-site parking, The OTS will need 3 to 4 breakout meeting rooms for up to 100 people and 4 to 5 smaller breakout rooms. While OTS anticipates using all of the required lodging rooms, payment will be made based on actual room usage. As a Federal Government entity, OTS is required to take maximum advantage of all applicable tax exemptions and must also limit charges to the government lodging and/or per diem rate for the area. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-3. The provision at 52.212-1, Instructions to Offerors - Commercial Items, is applicable to this procurement. Offerors are advised to include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Provisions may be accessed at www.arnet.gov/far. (You must register your certifications and representations on line at http://orca.bpn.gov/login.aspx) The following FAR provisions and clauses are applicable to this acquisition: 52.203-3, Gratuities; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, which includes: 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition or Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Quotes in response to this notice will be evaluated based on price, technical, and past performance. Accordingly, quotes must include 1. Price Quote?a firm fixed price for the Line item 0001 lodging, hospitality and breakout meeting rooms, catering, audio visual, transportation for up to 600 guests to and from the airport, and parking (availability and price). Please submit quotes for both possible dates (Sep 6, 2005 ending Sep 9, 2005 and Oct 11, 2005 ending Oct 14. 2005) if available or only one of the dates if both are not available. 2. Technical Proposal consisting of literature describing the rooms and services offered. 3. Past Performance Information for lodging and comprehensive meeting services provided for groups similar in both size and scope. All questions must be submitted via email to Elaine.logan@ots.treas.gov by 4:00PM May 1, 2005. Responsible firms may submit a written response to this notice. Oral proposals will not be accepted. The OTS intends to award a firm fixed price purchase order to the offeror whose proposal represents the best value to the Government, price and other factors considered. Proposals are due in the Procurement Office by 2:00 P.M. EST May 10, 2005 at Office of Thrift Supervision, Attn: Elaine S. Logan, 1700 G Street, N.W., Washington, DC, 20552.
