- NASA George C. Marshall Space Flight Center is seeking University and Industry partners for the efforts synopsized. Synopsis: The National Aeronautics and Space Administration (NASA) Exploration Systems Mission Directorate (ESMD) is in the process of developing a Technology Acquisition Intramural Call for Proposals (ICP) that could be released as early as April 25, 2005 for the Human System Research & Technology (HSRT), Exploration Systems Research & Technology (ESRT), and Project Constellation technology areas. NASA George C. Marshall Space Flight Center (MSFC) is seeking partners from other government agencies, industry, academia, Federally Funded Research and Development Centers (FFRDCs), and University Affiliated Research Centers (UARCs) to participate with NASA MSFC Principal Investigators (PI) in the ICP. This participation would involve partnering on one or more proposals submitted by MSFC in response to the ICP as well as collaboration in the development of MSFC?s proposal(s). This partnering opportunity does not guarantee selection for award of any contracts, nor is this synopsis to be construed as a commitment by NASA to pay for the information solicited. It is expected all respondents, including any partner(s) selected through this synopsis, would provide the information requested herein, as well as subsequent participation in MSFC?s proposal(s) development process, at no cost to NASA. Potential partners should list their capabilities and experience consistent with the efforts synopsized for consideration of a teaming opportunity with MSFC on an ICP proposal(s). Partners must work collaboratively with NASA and other potential partners to perform the required tasks. Partner selection(s) will be made by MSFC based on the following criteria: (1) Relevant experience. Potential partners should list and describe similar or otherwise relevant development activities that have occurred within the last five years. Include the name, title, telephone number, and email address of a knowledgeable point of contact for each activity described. (2) Technical and management capability. Potential partners should identify their specific technologies, concepts or capabilities that could support the developmental activities under the expected ICP. In addition, potential partners should provide evidence of management processes in this area(s). (3) Key personnel including availability to support the developmental activities proposed. (4) Facilities including the development, testing and analyses to conduct the development or demonstration of potential tasks. (5) Risk (including the proper identification of key challenges and the technical approach to mitigate those risks). (6) Current status of business systems and include the date of the last review, name, address, and phone number of the agency who performed the review. At a minimum, this should include the respondent?s cost accounting, purchasing, and proposal estimating systems. If any of these systems have not be reviewed (e.g., by the Defense Contract Audit Agency, etc.), so state. Responses should be limited to 5 pages (12 point font) and must address each of the criteria identified above. Page count exclusions include the cover letter, title pages, table of contents, and the list of acronyms. All responses should be sent to: NASA George C. Marshall Space Flight Center, Attn: James D.
