- Questions and Answers: 1. Will the master station be a handheld (limited resource) machine or will it be a Laptop/Desktop workstation A: It will be a laptop or desktop computer running a Windows OS, probably Windows 2000 (the required OS for BRCCS) but potentially XL. 2. What kind and where would the query for reports processing take place? On the PDA or at Master station? A: Queries will be pulled by an administrator or manager from the master station. 3. Will the SF44 form and the entered data need to be translated or only the Form itself? A: The form itself. 4. Is the demo that is to take place one week after award to be the full application or a proof of concept? A: Proof of concept, enough to show that the offeror has the capability to complete the design. 5. What are the validation criteria for items 1-5? A: The user will be able to type free text in the form to store and print this information. The application will ideally remember and store the data like an auto fill application, so proper names of people and places are easily recalled when reused. Dat es should auto format to DDMMMYY format and currency symbols should default to US$, with options to set default to other currencies. 6. Will the schema for the PD2 database be available to the offeror? A: No, as the output from the SF 44 application must be in XML file, this is not seen as necessary. 7. Will a BRCCS laptop be supplied to the offeror for integration development. If not, what is the technology and methodology required for integrating to PD2/BRCCS and how will the offeror be able to test the integration? A: The government will be responsible for testing the integration with PD2. 8. The requirement is for software to be used on handheld computer. Does this refer to a PDA, tablet, mini notebook or computerized telephone, some of these or all? A: Handheld computer such as PDA or tablet PC running COTS OS such as Windows CE. 9. Are you seeking a GOTS or COTS, or neither. Does the quick turnaround time indicate that something off the shelf is expected? A: Product may be GOTS or COTS but to our knowledge no one has previously developed the SF 44 for field use. The baseline system should be readily-installable without compromising the OS. 10. Are printer specs available, or generic any mini-printer intended? A: Intent is for generic mini-printer. Services will choose printers to meet their needs. 11. Given the need to fill in scope specifics, is it possible to get an extension on the submission deadline? A: Based on feedback received thus far from potential offerors, that is not necessary. 12. What are the validation criteria for user name? A: User can enter a text name up to 25 characters. 13. What are the validation criteria user ID #? A: User can enter a text ID up to 10 characters. 14. What are the validation criteria for Vendor Name? A: User can enter a text name up to 25 characters. 15. What are the validation criteria for vendor location? A: User can enter a text location name up to 25 characters. Offeror may propose separate fields for street, city, county/province, or other geo-political identification. 16. Where is information available for the eight-digit grid? A: An eight-digit grid is displayed as a two character grid square identifier (such as XE) plus eight numerical digits. Format is XE12345678. This information should be posted before or after the address and is an optional field for the user. 17. What are the validation criteria for Vendor information? A: User can enter a text up to 25 characters. 18. What are the validation criteria for Deliver to organization? A: User can enter a text location name up to 25 characters. Offeror may propose separate fields for street, city, county/province, or other geo-political identification. 19. What are the validation criteria for Deliver to Nam e? A: User can enter a text name up to 25 characters. 20. What are the validation criteria for Deliver to location? A: User can enter a text location name up to 25 characters. This information should be posted before or after the address and is an optional field for the user. 22. What are the validation criteria for Type of item? A: User can enter a text item name, such as Gravel up to 25 characters. 23. What are the validation criteria for Description of item? A: User can enter a text item description, such as crushed rock for road up to 50 characters. 24. What are the validation criteria for Price of item? A: User can enter numerical price, up to thousands and down to hundredths, in format xxxx.yy. 25. What are the validation criteria for Quantity of item? A: User can enter numerical quantity up to 9,999 with fractions out to hundredths, in format wwww.yy. 26. What are the validation criteria for Total cost of item? Is this to be an enterable field or a calculated field? A: Total cost of line item automatically calculates by multiplying line item quantity times price. 27. What are the validation criteria for Total cost of entire purchase order? Is this to be an enterable field of a calculated field? A: Total cost should be calculated field, 100% accurate to the hundredths place. 28. What are the validation criteria for location of paying office? A: User can enter a text location name up to 25 characters. Offeror may propose separate fields for street, city, county/province, or other geo-political identification. 29. What are the validation criteria for fund citation? A: User can enter free text up to 50 characters. 30. What are the validation criteria for the other accounting data? A: User can enter free text up to 100 characters. 31. What are the parameters that will be used to set purchase order numbers from the master station? A: The master station administrator will be able to assign each handheld operator a range of unique purchase order numbers and track which set of numbers belong to each operator. The master station administrator must be able to vary the number of POs ava ilable, for example delegating 50 to one operator and 100 to another. Number of operators is theoretically unlimited for practically need only accommodate through 999. Number of POs per operator is in the practical range of 1 to 100. 32. Explain the needed synching operation to take place with the PD2 database. What data is to be transferred to the PD2 database? What data is to transferred to the handheld device? Will direct write access be available to the PD2 database? If not, wh at methods are available for the synching operation? A: The purpose of the synching with the PD2 is to save the vendor data for future use in PD2. Vendor data is saved only for the ease of future reference when formal contracts are written using PD2. No data flows from PD2 to the handheld. Output from th e handheld device will be in XML format. 33. Does the acronym FSD mean Full Scale Development? If not, please provide the definition of FSD. A: It acutally stands for Functional Design Specification. 34. Will a list of system documentation available for the BRCCS and information on how and where the contractor can access the documentation be provided? A: The winning offeror will be given access to the necessary documentation. 35. If documentation is available for BRCCS, does it match the operational system? A: The winning offeror will be given access to the necessary documentation. 36. Will the vendor that developed and supports B RCCS and the multiple versions of SPS deployed in a client server environment be a required third-party interface for the contractor awarded this contract? A: The JPMO will coordinate the necessary interface. 37. Will a conceptual design and other information that details the TPF be made available to help ensure that the contractor understands future requirements of JPMO with respect to the product requested in this solicitation? A: This will be made available to the winning offeror. 38. What is the preferred method of receipt of the proposal? If electronic proposals are preferred, what file formats will the government accept? Is there a specific e-mail address that contractors need to use? A: Proposals can be sent in any format, but I'd prefer the pricing separated from the rest of the proposal. Electronic proposals are prefered and can be sent to elizabeth.cloutier@dcma.mil. 39. Please confirm that the contractor should deliver hard copies of the proposal to ACA, ITEC4, Directorate of Contracting, 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 at 4:30 pm on the required response date. A: If a contractor wishes to submit a hard copy proposal - IT SHALL BE SENT TO: SPS JPMO, ATTN LIZ CLOUTIER; 4114 LEGATO RD., FAIRFAX, VA 22033 NO LATER THAN 4:30 PM ON THE DUE DATE. 40. What is the anticipated award date? A: On or about 12 MAY 05. 41. Will pricing be determined once the government's testing period is completed, as there are no quantities listed in the solicitation? A: The application will belong to the government after it is developed. 42. Does the government have a specific delivery timeframe for the product requested by this solicitation or a specific period of performance for the contract? A: Delivery to the government by 1 OCT 05. 43. Will this be a multiple award contract? A: The Government reserves the right to make a single, multiple or No award from this solicitation. 44 Are there any specific items that the government requires as part of the requested project plan? A: The project plan will include all major milestones leading up to the delivery for acceptance testing as well as all minor milestones and associated dependencies. A final project plan will be required after contract award. 45. will each contractor be expected to input the exact same information during the demonstration of their product? A: No, because the offerors are not required to show a ready-to-field product and therefore may not be able to input the same information. The demonstration is a proof of principal opportunity that will help the government assess each offerors capabilit y to meet the performance requirements.
