Description

This project is restricted to Service Disabled Veteran Owned Businesses only and incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-02. Contractor shall provide all labor, materials, supplies, tools, shipping, transportation, safety items, specialized equipment and supervision to repair/replace/recoat various roofs at the Beltsville Agricultural Research Center, Beltsville, Maryland. The roofs to be repaired and replaced are Buildings 223 and 224, better known as the beef barns, and the out building. Building 223 is a flat built up roofing system, Building 224 is a transite slate building with a metal out building. Special attention should be paid to building 224 roof, the existing slate is classified as asbestos containing material (ACM) transite slate and should be handled as an ACM removal in accordance with ACM removal codes. The roofs to be recoated are building 483 and 484-1. Building 484-1 also includes gutter replacement. Building 483 is a Quanset hut metal roof, building 484-1 is a metal roof with metal gutters. These buildings are utilized for research animals and research projects. A safety plan is required for this project and must be approved prior to any work. Available working hours are Monday thru Friday 7:30am to 4:30pm. All work must be in done in accordance with Maryland local, state and Federal (National )codes, Maryland Department of the Environment, Maryland Historical Trust, OSHA, USDA Special Conditions II, USDA SOHES, Statement of Work, cited and attach codes and specification, NRCA (National Roofing Contractors Association), Davis Bacon Wage Rate. All work is to be completed within 60 days after Notice to proceed. NAICS code for this project is 238160 business size 12.0 million. Successful offeror must be active and current in CCR at the time of award. The magnitude of the project is between $250,000 and $500,000. The solicitation will be issued as an Invitation For Bid (IFB) in accordance with FAR Part 14, sealed bidding. The solicitation package 07-3K47-05 which includes the Statement of Work, drawings, clauses, specs, wage rate, special conditions II will ONLY be available for you to download from the internet website http://www.fedbizopps.gov on or about May 6, 2005. It is the contractor’s responsibility to check the Internet site for any posted changes to the solicitation. The Government recommends that contractors bidding on this project, visit the work site and make themselves aware of the site conditions. All responsible contractors may submit a bid, which will be considered by the Government. There will be only one site visit which is scheduled for May 16, 2005, 10:00 a.m. (EST) meeting at Building 223 which is located off of Powdermill Rd. ALL QUESTIONS MUST BE IN WRITING AND FAXED TO 301/504-5009 or emailed to mitchelt@ba.ars.usda.gov no later than May 23, 2005 by 12 noon (EST). Questions received and the answers will be uploaded in the internet website on or about May 26, 2005. Your bid will be due on June 6, 2005 at 10:00 a.m. (EST ). A public bid opening will be held. Bids can be mailed or can be hand delivered to USDA, Contracting Section, attn: T.C. Mitchell, 10300 Baltimore Ave, Bldg 003 Room 329A, Beltsville, Maryland 20705-2350.
