- The United State Coast Guard is setting aside this requirement for Small Business firms. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be evaluated using past performance and price. The simplified acquisition solicitation will be posted to the FEDBIZOPS on or before May 11, 2005 at http: www.eps.gov. as a Commercial Request for Quote (RFQ) firm-fixed price procurement for Dry-Dock and repair to the ANB CG643503 a 64 Foot Aids to Navigation Boat, with quotes due on or about June 1, 2005. The estimated value of this procurement is between $80,000.00 and $200,000. The small business size standard is less than 1,000 employees. The NAICS Code is 336611 and the SIC is 3731. The performance period will be 36 calendar days with a start date on or about August 8, 2005. The acquisition is for Dry-dock Repairs to the ANB CG643503 at the contractor’s facility. The boat’s home pier is Colfax, LA. The following geographic restriction applies. The boat is restricted within the Lower Mississippi River and Port Allen Waterway between mile marker 80 to mile marker 438. This area encompasses the Ports of New Orleans and Baton Rouge, LA on the southern end and Vicksburg, MS to the north. On April 6, 2005 the geographic restriction was modified to extend north from Vicksburg, MS to Memphis, TN. No open water transits. Size, configuration, and endurance limit the sea conditions and transit distances that can be negotiated safely. The scope of the acquisition is for the dry-docking, overhauling, cleaning and repairing of various items aboard the ANB CG643503. This work will include, but is not limited to welding repairs, clean forward ballast tank and void, clean sewage holding tanks, clean fuel tank, remove, inspect, and reinstall propeller shaft, straighten shaft, realign main engine/reduction gear, clean, inspect, and test grid coolers, renew shaft stern tube bearing and strut bearing, remove, inspect and reinstall rudder, remove, inspect and reinstall propellers, perform minor repair and recondition of propeller, renew valves, inspect and overhaul chain stopper, preserve spuds and spud wells, preserve buoy deck, preserve underwater body, routine dry-docking, preserve freeboard, perform non-destructive testing of tie downs, renew cathodic protection system, provide temporary logistics, modify capstan piping, repair buoy port, repair sounding tube cap, inspect rudder packing housings, modify sewage system piping. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Drawings are available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF,etc) Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible certified Small Businesses sources may submit a quote, which shall be considered by the United States Coast Guard.
