- This is published as a Sole Source announcement in accordance with FAR 6.302-1. See Note 22. The NAICS code for this action is 621511.The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source contract to UCSD Regents Department of Pathology for lab testing services, including daily pick up of specimens for the Naval Medical Center, San Diego, CA. The scope of work performed under these specifications includes contractor shall perform The vendor shall perform diagnostic testing for all required tests as specified in the attached spreadsheet to include labor and materials related to testing samples and the following: provide within 24 hours accurate testing of laboratory specimens and interpretation of results for STAT samples (time samples); perform tests within a 3 working days turn-around-time after receiving the specimen. Exceptions are tests that require further testing; call back critical value within 1 hour of verifying result ! to ensure proper patient care; provide within 24 hours of testing electronic copies and hard copies of laboratory results; provide within 10 working days hard copies of all laboratory results for computer entry and government certification; must be in compliance with the Health Insurance Portability and Accountability Act (HIPAA) regulations; invoice must be on a 30-day billing cycle and must be received by the laboratory within 10 working days of the following month; provide daily courier service (except weekends and holidays) to transport laboratory specimens from NMCSD laboratory to the testing laboratory. The proposed contract is for a base period, to commence 01 July 2005 through 30 September 2005, with 4 one-year option periods. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and! capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all correspondence received no later than 10 May 2005. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation N00244-05-T-0528 will be posted to www.neco.navy.mil on or about 11 May 2005.
