- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for the procurement of a variety of portable Satellite Communications (SATCOM) terminals. The items are as follows: 1. Deployable Multi-Satellite Terminals (DMST) (1.0 m or less) - A DMST terminal with an antenna diameter of one meter or less capable of transmitting a single carrier and receiving a single signal in Ku-band. The minimum data rate is 256 kbps. The system shall be either transit cased or designed for rooftop mounting on a vehicle. The system shall be capable of automatic acquisition of the satellite beacon signal and automatic tracking. The system must be INTELSAT certified for Ku-Band operation. The system shall have an L-Band IF and be equipped with a Local Area Network (LAN) 10/100 Base-T interface. 2. Deployable Multi-Satellite Terminals (DMST) (1.2 m) – A SATCOM terminal with an antenna diameter of approximately 1.2 m capable of transmitting a single carrier and receiving a single signal in Ku-band and a minimum data rate of 512 KBps. The system shall be either transit cased or designed for rooftop mounting on a vehicle. The system shall be capable of automatic acquisition of the satellite beacon signal and automatic tracking. The system must be INTELSAT certified for Ku-Band operation and shall have an L-Band IF. 3. Satellite Simulator - This device converts the C, X, Ku, or Ka-band input frequencies to the related C, X, Ku, or Ka-Band output frequencies. The SatSim simulator must be capable of operation in multiple bands simultaneously as well as operation in single band mode. All electronics and antennas must be incorporated into a single, weather proof enclosure equipped with mounting hardware that will allow the unit to be mounted on a wall or hoisted on a mast or pole. The system will include a remote control device that attaches to the unit via a 50-foot cable and allows the operator to select operational bands. The unit must come with a shipping case that can be used to store the simulator, remote control, cables and operations manual. Also required will be a single-band SatSim that will operate in either C-, X-, Ku- or Ka-bands. 4. Integrated Generator/Environmental Control Unit (IGET) – This system shall consist of a trailer designed to be HMMWV towable and equipped with a 40 kW generator and 5-ton Environmental Control Unit (ECU). Fully loaded, the system shall not exceed 4200 lbs. The trailer shall meet Military Transport Management Command (MTMC) standards for internal and external airlift and sealift transportability and shall not exceed 170"L x 88"W x 96"H in dimensions when configured for air transport. The trailer shall be designed to meet the specification of MIL-STD-810F, Method 514.5 and be ATTLA certified for air transport aboard C-130 or larger military aircraft. The generator shall provide 40 kW and be equipped with a 3-phase 5-wire 200A inlet for accepting shore power; three 3-phase 5-wire 200A receptacles for generator interconnection; and one single-phase 120V receptacle. The generator shall be equipped with an indicator system to monitor volts, frequency, amps, power factor, total and partial kW. The ECU shall provide up to 5 tons of air conditioning and 12 kW of heating as required. The unit shall include 16-inch air intake and output ductwork. The ECU shall be able to move at least 225 cubic feet of air per minute. The trailer system shall be designed to be equipped with the generator and an ECU. This procurement is planned as a 100% small business set-aside. A Multiple Award, Indefinite Delivery, Indefinite Quantity, Fixed-Price type contract is anticipated. Award will be made for a one-year base period with 4 one-year option periods. Mandatory criteria are associated with the above listed items. The applicable NAICS is 334220 with a size standard of 750 employees. The anticipated award date of the subject contract is scheduled for September 15, 2005. The estimated release date of the solicitation will be on or about 4 May 2005 on the SPAWAR e-commerce website at https://e-commerce.spawar.navy.mil.
