- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. “Brand Name or Equal”. The Naval Undersea Warfare Center plans to award a five year Indefinite Delivery, Indefinite Quantity contract for Huntron ProTrack 1 Model 20B Signature Analyzer with Scanner 1 and Carrying Case or a brand name or equal product. The formal solicitation is expected to be released the week of May 2, 2005. For each item, we anticipate an estimated quantity of 100 units per year. The solicitation will be a small business set aside and the size standard is 500 employees. FAR part 12 procedures for the acquisition of commercial items will be used on this procurement. The Huntron ProTrack Signature Analyzer is the test set used for developing diagnostic repair routines (Gold Disk). Gold Disks are developed for specific circuit card assemblies (CCAs) or electronic modules (EMs) and provide a standard to which fleet technicians may compare suspected faulty CCAs or EMs. It is imperative that any test set proposed must be 100% backward compatible with the current Gold Disk library. Diagnostic routines developed for a new tester must be downward compatible with the current configuration to ensure all deployed test stations are capable of testing all CCAs and EMs for which Gold Disks have been developed or which may be developed. A more detailed description of the minimum technical requirements, which the proposed tester must meet will be specified in the solicitation document. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government’s requirements, (2) Price, and (3) Past Performance. Technical and past performance, when combined, are significantly more important than price. Our department no longer issues solicitations or amendments in paper form.
