- NASA/ARC has a requirement for wind tunnel test services including model fabrication of an airfoil model customized to fit in the OSU model support system. NASA/ARC intends to purchase the items from Ohio State University (OSU). The objective of this wind tunnel test is to compare the performance of a new airfoil design to a previous set of measurements obtained by Boeing in the same tunnel using the same test techniques and test conditions. This allows a direct comparison of data that would not be possible using any other test facility. The wind tunnel model must be constructed by OSU in order to insure compatibility with their wind tunnel model support system. The OSU Airfoil Wind Tunnel provides airfoil data that can be compared to the previous Boeing test on the VR-7 and VR-12 airfoils in the same wind tunnel under the same test conditions. This is critical to the success of the research program since it provides a direct "apples-to-apples" comparison. The construction of the model includes customized instrumentation specific to the test techniques employed by the OSU wind tunnel. These model construction issues can only be addressed by the staff of the OSU wind tunnel based in their tunnel specifications. The capabilities of the wind tunnel to reach certain test conditions (i.e. high Mach number) make the facility unique. It is critical for the test conditions to match Mach number, Reynolds number, turbulence level, and wall corrections of the previous test. The only way to do this is to test in the exact same facility using the same techniques and model construction. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 10, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
