Sources Sought Synopsis The Mid-Pacific Region of the Bureau of Reclamation is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources and interested parties in the intended procurement to prepare the Corrective Action Study for Folsom Dam and Appurtenant Structures. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Interested sources should submit a capabilities package no longer than 10 pages demonstrating the ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to your company including Name, Point of Contact, Size of Business, and Company Profile. Include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. The proposed NAICs Code for this acquisition is 541620, Environmental Consulting Services and the related small business size standard is $6M. The projected period of performance is 12 months from date of award. The anticipated award date is NLT September 2005. The Government requests that interested offerors submit an electronic response of not more than 10 one-sided pages, 8.5" X 11" paper, 10-12 pitch, Times New Roman font, with a minimum of one inch margins all around. Responsible sources having relevant experience may submit their statement of interest and capabilities via email to cursino@mp.usbr.gov not later than 4:00 P.M (local time), May 20, 2005. Work to be Accomplished The Bureau of Reclamation, Mid-Pacific Region seeks a contractor to prepare an environmental document that shall fulfill the legal requirements for an Environmental Impact Statement (EIS). The EIS will be prepared in accordance with the National Environmental Policy Act of 1969, 40 CFR 1500-1508, Forty Most Asked Questions Concerning the Council on Environmental Quality's CEQ's National Environmental Policy Act Regulations (http://ceq.eh.doe.gov/nepa/regs/40/40p3.htm and CEQ - Regulations for Implementing NEPA http://ceq.eh.doe.gov/nepa/regs/ceq/toc_ceq.htm ) and the Departmental Manual 516 DM 1-15. Additionally, the information will be prepared to meet all Federal, Reclamation, Federal Energy Regulatory Commission (FERC) and applicable State of California environmental laws, regulations and policies including the Endangered Species Act (ESA), the Clean Water Act (CWA), and the National Historic Preservation Act. The EIS shall use existing studies, information and data from other appropriate documents or generate new information to help support rigorous analyses of any potential impacts or potential mitigation. Project Description Reclamation seeks to improve public safety by modifying Folsom Dam and its appurtenant structures (Folsom Facilities) to mitigate potential safety concerns identified in previous and ongoing corrective action studies. Analytical studies of Folsom Facilities have identified potential safety concerns related to structure stability under hydrologic, seismic and static loading conditions. Current ongoing studies are being conducted to determine corrective action alternatives (modifications) to address loading conditions. Possible modification alternatives are currently under consideration inclusive of the alternatives summarized below. Studies being conducted to determine preferred alternatives are ongoing and will be concurrent with this scope of work. This scope of work shall be inclusive of all facilities with the understanding that many appurtenant structures have common designs and safety concerns and generalized modifications may be applied to these features. Some appurtenant structures have unique designs and safety concerns, which may require unique modification alternatives. A brief generalized summary of the project is presented below, as well as, an outline of all alternatives currently under consideration. Potential Alternatives A. Potential structural alternatives to the Folsom Dam and appurtenant structures include, but are not limited to: 1) Construct Auxiliary Spillway Option 2) Dam Raise Option 3) Reinforcement of Structures Option B. Folsom Dam and Embankment Hydrologic Alternatives include, but are not limited to: 1) Embankment Raise Options 2) Auxiliary Spillway on the Left Abutment Options C. Additional potential alternative include, but are not limited to: 1) Mormon Island Auxiliary Dam Seismic Alternatives 2) Concrete Dam Seismic Options 3) Folsom Dam and Embankment Seismic Alternatives 4) Folsom Dam and Embankment Static Alternatives Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, applies to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
