- DRMS is a primary level field activity of the Defense Logistics Agency (DLA). Its mission is to provide the Department of Defense (DoD) with services for the disposal of material no longer needed for national defense, comply with legislative and regulatory requirements, protect the public good from dangerous defense items, and to pursue maximum value for tax dollars. This mission includes responsibility for property reuse (including resale), hazardous property disposal, demilitarization, precious metals recovery and recycling program support. In performing this mission, DRMS receives a wide variety of property in twenty-three (23) commodity groups involving hundreds of federal supply class (FSC) categories, which can be found at the following web site http://www.drms.dla.mil/asset/fsclist.html. When DRMS receives property, a DRMS form 1348-1 is filled out by the owner of the property when it is turned in to DRMS. DRMS has a requirement for contract support to assess the data accuracy of property received by DRMS field offices. As part of the data accuracy testing, DRMS would like a contractor to evaluate the effectiveness of controls for assuring the accuracy of excess commodity inventory data, and the reliability of key data elements: condition codes, the stock number used (local stock number (LSN) versus national stock number (NSN), and the assigned demilitarization (demil) codes. Additionally, the contractor will determine the impact of inaccurate data on property reutilization. This sources sought announcement is intended to solicit interest from commercial firms with the capability and expertise to provide this contract service. DRMS is interested in determining whether this type of service can be provided by one firm for all of the property DRMS may receive, or whether this type of service may need to be broken out into separate contracts for various commodity classes. If DRMS issues a solicitation for these services, it is anticipated that it will be initially for reviewing the accuracy at 10 field offices located in the continental United States. Information on DRMS, including the types of property that may be received, can be found on the DRMS web site at www.drms.dla.mil. It is requested that interested firms provide information on their capabilities to perform this type of service for DRMS and what type of commodity classes their firm would be able to assess for accuracy.
