Description
This notice constitutes OMB’s formal announcement of a performance decision on its streamlined public-private competition involving information technology (IT) technical services performed by its Administration Office (AO). Through competition, OMB determined that it is more cost-effective to continue having these services performed by government personnel. The activities studied include desktop and network printer services, server support, and other technical services to assist OMB’s IT manager. These activities fall within function code W826 (systems design, development and programming services) on OMB’s Federal Activities Inventory Reform (FAIR) Act inventory. The manpower currently used to provide these activities is approximately 1.4 FTEs. The work is performed by employees at the GS-14 grade level in the 2210 Computer Specialist job series. The competition was announced in FedBizOpps on January 31, 2005. Following this announcement, and in accordance with OMB Circular A-76, the cost of performance with government personnel was compared to the cost of performance by the private sector to determine which sector is more cost-effective. The cost of government performance was evaluated based on the AO’s current organizational structure. The cost of private sector performance was determined based on market research conducted by the Federal Technology Service of the General Services Administration on OMB’s behalf. The market research was based on a review of pricelists published by six different IT contractors (three small businesses and three large businesses) who offer support services through GSA’s Multiple Award Schedules Program. The highest and lowest estimates were dropped to determine a composite estimate for private sector performance. The cost of continued in-house performance was estimated to be about $1.1 million over a five-year period. The cost of private sector performance over the same performance period was estimated to be around $1.5 million. Costs were determined using COMPARE, the software prescribed by the Circular for calculating the cost of government and private sector performance in accordance with the Circular’s costing procedures. Based on this analysis, OMB determined that the competed work should continue to be performed by federal employees. Costs have been documented on the streamlined competition form prescribed by the Circular. The form is attached to this notice. OMB’s Competitive Sourcing Official is Mr. Robert A. Burton.
