Description
The U.S. Census Bureau (USCB) intends to enter into sole source negotiations with PeopleSoft/Oracle to increase the user base from 6000 to approximately 78,000 under a perpetual software license already owned by USCB for its Decennial Applicant, Personnel and Payroll System (DAPPS). This purchase only covers the maintenance costs (software releases, tax updates and documentation) associated with the increased user base. Based on our market research, we have determined that the Government would incur a substantial duplication of costs to develop this application using another vendor solution. Our market research determined no other COTS product could meet the need of the USCB without extensive customization and development costs. The DAPPS system consists of several high-level requirements that can be summarized as follows: The system must comply with statutory and regulatory requirements for recruitment (applicant processing), personnel (hiring), time and attendance and payroll meeting Title 5, United States Code (5 USC) and other relevant sections of law, Title 5, Code of Federal Regulations (5 CFR) and other relevant regulatory requirements, Title 6, of the US Code of Federal Regulations and the GAO Policy and Procedures Manual for Guidance of Federal Agencies regarding pay, leave, and allowances, OPM Guide to Processing personnel Actions, OPM Guide to Personnel Data Standards, OPM Federal Work Force Reporting Systems Manual, Executive Orders, Public Laws, and Federal overtime, compensatory time, and Fair Labor Standards Act (FLSA) overtime calculations. The DAPPS application must have Recruitment, Human Resources, Time and Attendance and Payroll components integrated into one seamless application. The system must provide all tax updates for all taxing authorities of the United States and Puerto Rico. This system must present accounting data and financial information through the creation of cost information from the Employee Payment function. This function must also provide production information to managers/users, financial data to Federal and state/local taxing authorities and output to the USCB Core Financial System. The DAPPS system must provide a means to electronically-capture applicant biographical data, testing results, language capabilities, and other employment-related criteria will be submitted to the OPM and FBI for suitability/clearance checks. The system must be capable of interfacing with multiple systems including (but not limited to) Workman’s Compensation, Unemployment Compensation, U.S. Treasury, General Ledger, National Registry of Bank Routing Numbers, Social Security Administration, and Bureau of Labor Statistics. The system must produce numerous reports supporting recruiting, human resources, time and labor and payroll operations. The system must meet and pass Federal FISMA Certification and Accreditation criteria, including all relevant Department of Commerce and U.S. Census Bureau IT Security Program Policies, and the Federal security standards and regulations for data being stored or transmitted according to NIST Federal Information Processing Standard (FIPS) 199 "Standards for Security Categorization of Federal Information and Information Systems" and NIST Special Publication (SP) 800-60 "Guide for Mapping Types of Information and Information Systems to Security Categories." Additional security standards and regulations that must be complied with include NIST Special Publication 800-53 for security controls, NIST SP 800-18 for security plans, NIST SP 800-18 for electronic authorization, NIST SP 800-47 for interconnecting information technology systems, as well as the Clinger Cohen Act of 1966, and OMB Circulars A-11, A-94 and A-130. The database supporting the current DAPPS application is Oracle 9.2.05, with operating system Unix Tru64 5.1.b. The software must be programmable to meet requirements for processing Decennial Census forms and business practices. It has taken four years to develop the current PeopleSoft solution and considering the upcoming mission-critical 2006 Census Test, 2008 Dress Rehearsal and the 2010 Decennial Census. It would not be feasible to develop a new product. Further, the costs associated would not be competitive with the current system. While this is not a request for competitive proposals, responses received within 15 days from the posting of this notice will be reviewed and evaluated for technical merit. No telephone requests will be accepted. No contract will be awarded on the basis of the statements received in response to this notice, however the statements will be used to determine if a comparable source is available and more advantageous to the USCB. If no responses are received, a sole source contract with PeopleSoft/Oracle will be pursued without further notice.
