- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a Request for Quote (RFQ). RFQ NUMBER F1Q4ME5089A100 IS ASSIGNED AND SHALL BE REFERENCED ON ANY QUOTATION. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit written quotes; oral offers will not be accepted on RFQ. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The North America Industry Classification System (NAICS) Code is 711410. Hard copies of this solicitation document will not be available. The proposed contract action will result in a Firm-Fixed Price contact. The Government’s requirement is for the following: rental and operation of a drunk driving simulator at Dover AFB, Delaware. Simulator performance dates are May 23 and 24, 2005, for six hours per day, times to be finalized at a later date. Simulator shall be operated in a different location on each day; each location will be inside a building. Offeror shall be responsible for travel to/from the event, movement and set-up and tear down of simulator between base event locations and contractor personnel lodging requirements in conjunction with this event. Offeror shall be licensed, bonded and insured and shall provide trained operators to operate the simulator. Simulator shall include an interactive computer program that allows participant to drive on a virtual roadway under multiple weather and lighting conditions and simulate what the driver might see and hear after consuming varying levels of alcoholic drinks. Participants shall sit down in a simulated car seat that allows the driver to experience the effects of driving under the influence. A viewing screen shall allow the participant to navigate a car through a simulated neighborhood. Simulator shall provide an interactive experience with displays of what the drivers see, the face of the driver, an aerial view of the driver’s vehicle in traffic and an indication of driver’s level of impairment as it gradually worsens. Upon completion of the simulated ride, the participant shall receive a simulated driving ticket. Simulator shall be able to accommodate a minimum of 30 participants per hour. Spectators shall be able to watch the participants’ decision-making and reaction times on side display monitors. Government furnished items are 110v, 20amp electrical power and personnel to assist with load-in, set-up and load-out at performances. The contractor shall maintain good housekeeping of government furnished facilities at all times and comply with all AF recycling programs in accordance with Air Force Instruction 32-7080, Pollution Prevention Program, section 3.4.1 which can be accessed at http://www.e-publishing.af.mil/pubfiles/af/32/afi32-7080/afi32-7080.pdf. All contractor charges/invoicing will be in arrears and will utilize the electronic Wide Area Work Flow (WAWF) system; successful offeror will be required to invoice for services rendered in accordance with DFARS Clause 252.232-7003 and WAWF addendum that will be attached to the purchase order. The Government intends to award the contract to the responsible offeror whose offer is determined to be the best value to the Government as evaluated on simulator technical specifications and offeror’s price. The Government reserves the right to make an award on the initial quote without discussions on this procurement.
