Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. ***This is a small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) Digital Oscilloscope with options and probes. The contract line items for this request for quotation are as follows: ****LINE ITEM 0001: Quantity: One (1) each – (brand name or equal) Yokogawa Digital Oscilloscope Model No. YCA #701313-D-HE/B5/C8 with the following salient physical, functional, and performance characteristics: • minimum number of input channels: 4 • maximum number of input channels: 6 • minimum number of real time math channels: 4 • maximum number of real time math channels: 6 • minimum analog BW 1.5 GHz • maximum analog BW 2.0 GHz • sample rate must be equal to or greater than 10 GS/s (2 channels) 5 GS/s (4 channels) 10GS/s in single shot mode • data record length must be equal to or greater than 6.25 M word/channel on all 4 channels • Acquisition rate Max. 2.5 M waveforms/sec/ch • History memory function Review & analyze up to 2,000 of the most recent waveforms after the acquisition is stopped. • Capable of storing at least 1,000 pervious waveforms in acquisition memory for recall and analysis. • Built-in printer, hard disk drive, Ethernet and USB communications. • 18 cm (7.1") depth, 6.5 kg (14.5 lbs.) ****LINE ITEM 0002: Quantity: One (1) each – (brand name or equal) Yokogawa Compact Rolling Instrument Cart Model No. YCA #7019/A/E ****LINE ITEM 0003: Quantity: One (1) each – (brand name or equal) Yokogawa PBA2500 2.5GHz Active Probe Model No. YCA #701913 with the following salient physical, functional, and performance characteristics: 10:1 active probe Bandwidth: DC to 2.5GHz (minus 3dB) Attenuation: 10:1 (+/- 2%) Input resistance: 100k (+/- %) Input capacitance: Approx 0.9pF (typ.) dynamic range: +/- 7V Max. input voltage: +/- 25V DC + AC peal offset voltage: +/- 10V ****LINE ITEM 0004: Quantity: One (1) each – (brand name or equal) Yokogawa PBL5000 5GHz Low Capacitance Probe Model No. YCA #701974 with the following salient physical, functional, and performance characteristics: This 10:1 and 20:1 selectable passive probe attenuation is realized by changing resistance on the tip of the probe. Bandwidth: DC to 5GHz (minus 3dB) Attenuation: 10:1 or 20:1 (+/- 2%) Input resistance: 450 or 950 (+/- 1%) Input capacitance: Approx 0.25pF (typ.450), 0.4pF (typ.950) Max. input voltage: 20Vrms ****LINE ITEM 0005: Quantity: One (1) each – (brand name or equal) Yokogawa PBD2000 2GHz Differential Probe Model No. YCA #701923 with the following salient physical, functional, and performance characteristics: Bandwidth: DC to 2GHz MHz (-3 dB) Input attenuation ratio: 1/10 (fixed) Maximum allowed differential voltage: +/-20 V (DC+ACpeak) Maximum common mode input voltage: +/- 60 V (DC+ACpeak) 50 output ****DELIVERY SHALL BE FOB DESTINATION and shall be delivered not later than two (2) months from acceptance of order to NIST, 100 Bureau Drive, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Also, see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically; and 6) Past performance information for similar systems sold in the past three (3) years, including customer, organization, name, address, point of contact, telephone number and email address. ****All quotes shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Lisa Wells, Building 301, Room B129, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. ****NIST intends to award a purchase order to the offeror whose quote represents the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance Information, and 3) Evaluated Price. Technical Capability, and Past Performance, when combined, are significantly more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the offered products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. ****Past Performance will be evaluated to determine the overall quality of the product and service provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided by the offeror and/or information obtained from other sources. SECURITY REQUIREMENTS Because of heightened security, FED-EX, UPS or similar delivery methods are the preferred method of delivery of proposals. If quotes are hand delivered, delivery must be made through Gate A, and a 48 hour (excluding weekends and holidays) prior notice should be made to the Contract Specialist at 301-975-8171. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. NIST IS NOT RESPONSIBLE FOR LATE DELIVERY DUE TO THE ADDED SECURITY MEASURES. In addition, offerors who do not provide a 48-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, building, room number, etc.) If 48 hour notification was not provided, it is suggested that your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitors center and complete delivery. ****Quotes must be received by 3:00:00 p.m. eastern time on May 3, 2005. FAXED AND EMAILED QUOTATIONS SHALL NOT BE ACCEPTED.
