Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award shall be made, only to contractors who have registered with the Central Contractor Registration at http://www.ccr.gov. The Government intends to execute a 100% Small Business Set Asi de for a laboratory to perform analysis on asbestos and lead samples. The asbestos samples for analysis are bulk and air. The bulk samples must be analyzed by polarized light microscopy (PLM) and the laboratory must be accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). The asbestos air samples must be analyzed by phase contrast microscopy (PCM). The laboratory must be certified to read not only asbestos but also lead samples on a long or short-term turnaround. The laboratory must be accredited under the Environmental Protection Agency (EPA) National Lead Laboratory. Accreditation Program (NLLAP). The following clins are required for lead laboratory analysis. CLIN 0001 PLM Asbestos Samples, provide pricing based on the following s cenarios, 24-hour turnaround, 2-day turnaround, 3-5 day turnaround, all samples will be analyzed by individual layer and reported by layer on the analytical report. Shipping prices: free shipping based on a certain number of samples; CLIN 0002 PCM Asbesto s Samples Emergency, provide pricing based on the following scenarios, 1-2 day turnaround, 3-5 turnaround, shipping prices or free shipping based on a certain number of samples; CLIN 0003 Lead Flame Analysis, provide pricing based on the following scenario s, 1-2 turnaround, 3-5 day turnaround, shipping prices or free shipping based on a certain number of samples. Award shall be made only to contractors who have registered with the Central Contractor Registration at http://www.ccr.gov The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same they were given in full text. Effective January 1, 2005 all offerors are required to submit representations and certifications electronically via the Business Partner Network (BPN), at hhtp://www.bpn.gov. Award will not be made unless registered. FAR 52.212-4, Contract Terms and Conditions-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, will b e used to evaluate quotes. The following factor shall be used to evaluate offers: price and delivery time.
