- AIR FORCE MILITARY HOUSING PRIVATIZATION PRIVATIZATION REAL ESTATE SUPPORT SERVICES (PRESS) The Air Force Center for Environmental Excellence, Housing Directorate Privatization Division (AFCEE/HDP) is soliciting proposals under both full and open competition and small business set-aside procedures for the PRESS requirement. The actual PRESS RFP is not yet available, but will be posted on or about 09 May 2005. Proposals will be due on or about 08 Jun 2005. The draft RFP (Sections H/L/M) and draft Performance Work Statement have been posted at the following website: http://www.afcee.brooks.af.mil/pkv/press/default.asp?CID=68&folder=PRESS. The actual RFP and future amendments will be posted to the above web site. The Air Force envisions competitively awarding an estimated $88 million program ceiling to be divided among multiple indefinite-delivery, indefinite quantity (ID/IQ) contracts to support housing privatization at various locations. The Air Force anticipates awarding specific requirements under separate task orders per installation. The Air Force intends to accomplish the work in four phases: (1) Project Identification, (2) Project Development, (3) Project Acquisition, and (4) Transaction Closure/Post Closure Support. The PRESS solicitation will include requirements for Air Force housing privatization within the United States and other privatization efforts to leverage underutilized real estate assets for federal facilities world-wide. The intent of PRESS is to provide private sector financial, legal and real estate investment and development expertise as required, to support the Government. The PRESS requirement will not only encompass Military Family Housing Privatization, but will also feature Enhanced Use Leasing (EUL) (which includes Leasing of Lodging Facilities (LLF)), and other privatization opportunities. The PRESS contract will be for Advisory and Assistance Services (A&AS) requirements and will use Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation, procedures.
