Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being conducted as a 100% small business set-aside under Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The Federal Bureau of Investigation intends to award a firm-fixed price contract under Request for Quote (RFQ) E001247 for spectrum analyzers with the following salient characteristics: Two channel capability, personal computer based with a floppy, CD-RW and 60 GB hard drive, 1-2 GHZ CPU, Mouse, keyboard, external monitor port, serial and at least two printer ports. The spectrum analyzer must also have a frequency range from 0 to 100k Hz, and a frequency resolution of 200, 400, 800 and 1600 selectable lines. In addition, the spectrum analyzer must also allow user-defined text entry on all hard copies and have standard measuring and filtering capabilities. The North American Industrial Classification System Code is 334513 and the small business size standard is 500 employees. The FBI requires (4)analyzers meeting the salient characteristics listed above. Please include warranty options and information associated with trade-in possibilities. Delivery of the analyzers shall be 30 days after receipt-of-order. The FOB point is the FBI Academy, Quantico, Virginia. All quotes offering products that meet the above-referenced characteristics will be considered if such product(s)are clearly determined by the FBI to fully meet or exceed the salient characteristics listed above. All quotes shall be submitted to the attention of Ms. Renee L. Braun, Contracting Officer, Building #15, Engineering Contracts Unit, Quantico, Virginia, 22135 by 2:00 PM, EST, 05/09/2005. Facsimile or mailed offers will be accepted. The RFQ incorporates provisions and clauses that are in effect thorough Federal Acquisition Circular 2005-03. The provision at FAR Clause 52.212-1, Instructions to Offerors (JANUARY 2005) and addendum are incorporated into this solicitation. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Ms. Renee L. Braun, Contracting Officer, at FBI Academy, Building #15 ? FMU, RFQ-E001185, Quantico, VA 22135. The quote may be facsimiled to (703) 632-1844. Provision 52.212-2, Evaluation ? Commercial Items is included by reference. This requirement will be awarded to the offeror providing the best value to the Government based on price and the technical ability of the proposed items meeting or exceeding the Government?s requirement. Clause 52.212-3, Offeror Representations and Certifications (MARCH 2005) is applicable. Please include a copy of this provision with your offer. As prescribed in FAR 12.301 (b)(2), an offeror shall complete only paragraph (j) of the 52.212-3 provision, if they have successfully completed the annual representations and certifications via the online website at http://orca.bpn.gov. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (OCT 2003)applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (APR 2005), applies to this acquisition. Applicable clauses under 52.212-5, include: (5)(i), (14), (15), (16), (17), (18), (19), (23), (26), and (31). This contract will be awarded as a commercial item in accordance with FAR Parts 12 and 13. The awardee shall be registered in the Central Contractor Registration Database.
