Description
Provide all labor, equipment, tools, transportation and materials to replace approximately 15,619 linear feet of railroad trackage. The project is divided into two portion, VLSB 99-0022A3, Repair and VLSB 99-0022B3, Minor Construction. Please note that some of the off-base work will be within the rights-of-way of South Carolina Department of Transportation roads. Specific work elements include the rehabilitation of existing railroad trackage removal and replacement, cross ties, other track materials, installation of asphalt concrete paving, miscellaneous drainage improvements, extension of an existing storage track to allow for more car storage, and associated work. The estimated magnitude of the proposed procurement is between $1,000,000.00 and $5,000,000.00. The North American Industry Classification System (NAICS) code for this procurement is 237990. The Small Business Size Standard is $28.5 Million. This will be a firm-fixed price contract. Performance period is 180 days after issuance of Notice to Proceed. The successful Offeror will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past/Present Performance is significantly more important than price. This solicitation will also be posted on the following World-Wide-Web Internet address: http://www.eps.gov. This procurement is UNRESTRICTED. Price Evaluation Preference for HUBZone Small Business Concerns: The contracting officer shall give offers from HUBZone small business concerns a price evaluation preference by adding a factor of 10 percent to all non HUBZone offers in accordance with Federal Acquisition Regulation (FAR) 19.1307. The apparent successful offeror must be registered in the Department of Defense Central Contractor Registration (CCR)database. No Contract Award will be made to an offeror until this requirement is met. Offerors not already registered in the CCR database are highly encouraged to do so by calling: 1-888-227-2423, or via the following World-Wide-Web Internet address: http://ccr.gov. To be considered responsive in accordance with Federal Acquisition Regulation 52.204-8, Offerors need to be registered in Online Representations and Certifications Application (ORCA) at www.bpn.gov/orca before submitting an offer. The Request for Proposal issue date will be on or about 11 Apr 05. A pre-proposal /site visit will be held prior to proposal due date. The actual site visit date and time, will be in the solicitation. The solicitation and specifications will be in a Microsoft Word and drawing in *.dwf format. AutoCAD whip driver software is required for viewing and printing of drawings. Hard copies will be available upon request ONLY.
