- Description
- The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to New Mexico State University, Materials & Metallurgical Engineering Department, 801 Leroy Place, Socorro, NM 87801. This acquisition is unrestricted. The NAICS code is 541710. The following item will be procured: Demonstration of the explosive compaction of tantalum carbide (TaC) and hafnium carbide (HfC) nanopowders. The fabrication trials will be conducted to determine the optimum compaction procedure for TaC and HfC. These tests will include but are not limited to microstructure analysis of the ceramic before and after heat treatment, the effect of temperature and time on the grain growth and at least four (4) samples for flexural testing to verify mechanical properties. In the contract, the following work plan is desired: CLIN 1 - Meet with AFRL to finalize experimental plan and raw material selection (2 weeks after contract award), CLIN 2 - Submission of interim report on compaction trials and research activities to date (12 weeks after contract award), CLIN 3 - Presentation on research conducted on TaC and HfC study (24 weeks after contract award), and plan for deliverable samples of test data at project's end, CLIN 4 - Final report and Deliverable of successful compaction trials on TaC and HfC (36 weeks after contract award). Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is May 5, 2005. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, May 2, 2005. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 5 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
