Description
This is not a solicitation but rather a market survey to determine potential sources. The United States Air Force, Electronic Systems Center (ESC), Global Information Grid Systems Group is seeking a qualified contractor for acquisition of and support for the more than 420 Joint Air Defense Systems Integrators (JADSIs) currently in use worldwide at both the strategic and tactical levels through out the Department of Defense. This effort will include requirements for providing JADSI systems including hardware and software upgrades (technical refresh), spares kits and associated component parts as required as well as the support and maintenance of the JADSI software. Software maintenance support will include the diagnosis and correction of systems software malfunctions, to include upgraded releases, modifications, corrections, updates and other revisions for the defined period of performance. This contract will also provide JADSI and associated multi-Tactical Data Information Link (multi-TADIL) systems Field Engineering Support (FSE) for technical, operational, training and maintenance support activities to Outside Continental United States (OCONUS) Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) nodes (military sites). Each FSE must have the requisite security, crypto, COMSEC and as required NATO and/or /SCI clearances to adequately execute their assigned billets. FSEs must have the technical acumen to function as independent JADSI and multi-TADIL experts conducting day-to-day routine and emergent tasks as required. The contractor must have the capability to provide diagnostic testing, installation, training, maintenance, help desk support and technical refreshments and upgrades to existing JADSI systems. JADSI is a command and control system that serves as a real-time bridge between tactical data links, radar, and intelligence data. The JADSI receives, processes, correlates, and displays up to 16,000 tracks from local radars, tactical data links, and intelligence sources with minimal user interaction. JADSI refers to the complete suite of JADSI hardware, software and infrastructure needed for a discrete JADSI functional location. JADSI Software includes but is not limited to: Tactical Data Links, Tactical Data Link Interface Modules, Master Database Processing, Tactical Display Processing, Core Modules, Router/Forwarder/MLIU modules, Radar Processing and Intel and Sensor Interfaces. Note: JADSI Software is subject to Patent/Data Rights and Security clauses. Ultra Electronics Advanced Tactical Systems (ULTRA-ATS (formerly Advanced Programming Concepts (APC) Inc.), a contractor based in Austin, Texas, has restricted data rights for JADSI Software. This software was developed by APC and contains restrictive data rights including over fifty (50) modules; a sample of these modules include: ATDL-1 Processing, NATO Link-1 Processing, IDL/ICL Processing, TADIL A (Link 11) Processing, TADIL B (Link 11B) Processing, Master Database, Flight Plan Correlator (FPC) Processing, Tactical Situation Display Processing, Router/Forwarder/Multiple Link Interface Unit (MLIU). The Government has unlimited data rights for certain JADSI software modules which have been developed at the government expense. JADSI software contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979, As Amended (Title 50, U.S.C. APP.2401, ET SEQ). Violation of these export-control laws is subject to severe criminal penalties. The Period of Performance for this effort will be three years. Respondents must provide detailed information in a qualification package of no more than ten double-spaced, single-sided pages. All small business and disadvantaged sources should identify themselves as such. Potential sources will be evaluated and determined qualified/unqualified based on the areas listed above. Each respondent will be advised in writing of the results of this evaluation. Any firm initially judged to be unqualified will be provided a copy of the solicitation upon request, and any firm submitting an offer will be evaluated without prejudice. This synopsis does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
