(215) 814-5309 Facsimile ?(215)814-5211 E-Mail ? senderling.david@epa.gov EPA Region III contemplates the award of an firm-fixed price contract for the acquisition of one (1) self propelled Mobile Command Post (MCP), with options to buy up to seven (7) additional MCPs and/or the associated service agreements, in accordance with the 4 evaluation criteria, technical specifications, terms, and conditions as set forth herein. Contractors should submit bottom line prices for each line item to: Mr. David Senderling, Contracting Officer, USEPA Region III, 1650 Arch Street, Philadelphia, PA 19103-2029, Contracts Branch (3PM10) by 3:00 PM, 05-13-05. SPECIFICATIONS FOR THE DESIGN, DEVELOPMENT, FABRICATION, AND DELIVERY OF A SELF-PROPELLED MOBILE COMMAND POST (MCP) LARGE VEHICLE 1 SCOPE: This document specifies the minimum requirements for a MCP. The unit shall be capable of operation both on-highway and off-highway for extended periods of time. Reliability, versatility, and upgradability are of paramount importance. All means possible should be employed to meet these criteria. Specifically, the unit should meet, at a minimum, the specifications described in this document. Any deviations from this plan may be acceptable if proposed by the vendor in writing and approved by the client prior to implementing the changes. The vendor must explain, in detail, how the proposed change will still meet the requirements set forth in this list of specifications. 2 REQUIREMENTS: The contractor shall ensure that all specifications are in compliance with applicable standards such as but not limited to the following: A. Federal Motor Vehicle Standards FMVSS49 CFR Part 567.5, 567.7 and 571.302 B. American plywood Association Standard APA-NRB-108FHA-UM-66 C. Military Specifications for Wiring MIL-W-16878F D. Military Specifications for Wire Terminals MIL-T-7928 E. Military Standard for Wire Terminals MIL-STD-20536 F. National Fire Protection Association NFPA 1901 G. Federal Communication Commission Part 15, Rules and Regulations and Part 18 industrial/and Scientific Equipment. H. Network Technical Services Specifications, Category 5e. I. Federal Standard 595 Colors All parts utilized in this unit shall be new and compatible with the other parts and items utilized on the vehicle. The parts and equipment utilized shall not interfere with any other part or equipment. All surfaces exposed to adverse seasonal conditions shall be treated with an appropriate corrosion resistant treatments. Unless otherwise specified, contact between dissimilar metals shall be avoided wherever possible or adequately protected against elecolytic corrosion in accordance with the best industrial manufacturing processes. All parts and equipment shall be reasonably marked for identification. This identification shall include: part name, manufacturers name, serial number, and part number. The vehicle shall be constructed to meet the best standards of craftsmanship for custom vehicle manufacturers. Attention shall be paid to neatness and aesthetics of all welds, joints, matings, and fasteners. All surfaces shall be finished (no untreated bare metal) The vendor shall build the vehicle using its knowledge of standards for safety, protection, and usability. All compartments shall be appropriately secured , sealed, and segregated as appropriate from other compartment. However, ease of access should be maximized. For example, the battery compartment shall be sealed and separate but should not require special tools to easily access for maintenance. The vehicle shall be capable of operating in a variety of driving conditions including but not limited to the following: A. On-highway at highway speeds B. Off-highway on paved roads C. Mild off road use. This includes unpaved but reasonably maintained roads. D. Extreme weather fluctuations. 10 -100 Degrees Fo and relative humidity extremes. E. Inclines or declines of up to 27.5 degrees Chassis requirements Dimensions A. Approximately 250" wheelbase B. 96" exterior width (w/o slideouts extended) C. Minimum 92" interior (finished width w/o slideout extended) D. Minimum 82" interior height (finished) E. 144" maximum exterior height, 132" minimum exterior height F. Minimum floor length behind driver area 300" G. Two (2) Slide out side extenders for increased workspace when vehicle is stationary. This option may be reduced to one (1) slide out price dependent. Dash area to have at a minimum controls for: A/C Exterior lights Block heater Electrical System (minimums) A. One (1) 60 amp, 120/240 volt service panel with shore line power input. One (1) 36' min 50 amp cord provided with assorted connectors, adaptors, and pig tail. B. Leece Neville 200 amp alternator model 4884 or equivalent. C. Dual Freightliner 931 MF min 1310 CCA or equivalent batteries. D. Delco 12 VDC 28 MT or equivalent starter. E. Dual electric horns F. Wagner turn signal and hazard flashers or equivalent. G. One (1) Kohler 15KW liquid cooled diesel generator or equivalent. The generator shall be plumbed to the main fuel cell. The generator shall be mounted in a steel compartment that will be treated with high density sound absorbing foam or similar treatment to make cabin noise minimal. Reasonable access to the generator for servicing shall be provided via doors. Lift doors shall have gas charged lift/support cylinders. The generator compartment should be weather proofed to sufficiently protect the equipment from weather hazards. H. Minimum four (4) deep cycle marine battery system for auxiliary power supply(ies). These batteries should be adequately protected from weather but also be easily accessible. I. All wiring, switches, and installed equipment specifications shall meet applicable national electric codes. J. All wiring shall be color coded and/or labeled (on min 12" centers) for easy identification and troubleshooting. K. All wiring to be full run. No splices. L. All circuits shall be appropriately rated according to intended load. M. All circuits shall be marked via label or engraving in the fuse panel box. N. Minimum of one (1) duplex wall receptacle at each individual work station. O. One duplex receptacle to be located (as code allows) at or near the removable table workstation. P. Minimum of Two (2) additional duplex wall receptacle to be located in the rear work area. Q. Install one (1) duplex receptacle in the driver/passenger area. R. Install sufficient receptacles (or other appropriate power receptacles) at the electronics/communication locations. The number shall be sufficient to power current items (at a minimum the TV, Repeater, Electronic white board, DSL service, Sat, etc) and provide for additional equipment service in the future. S. Install a minimum of four (4) external, weather resistant 20A 125 VAC exterior GFI receptacles. They should be wired in pairs and have dedicated 20A circuits. T. Install a minimum of two (2) 500 watt halogen lights on exterior of vehicle (or equivalent to achieve minimum 1000 watts). The light position shall be adjustable, extendable (pole) and be individually switched. U. Install minimum of 6 ?scene? lights on exterior of body. V. Install two (2) fan cooled, commercial duty 90 amp minimum power invertor. The invertor shall be wired to provide interior and communications power. W. Install one (1) 12V power outlet at each workstation. X. Install LED (or equivalent) indicators to show circuit activation. Y. Install master disconnect switches appropriate in size and capacity for this system. Z. All wires to be tied @ 6" intervals. AA. All hanging wires shall be supported @ 6" intervals. BB. A complete wire schematic shall be provided for the entire vehicle. CC. Protective grommets to be used at all appropriate locations to protect the integrity of the wires. (Eg: when wire passes through sheet metal, structural supports, or bulkheads. DD. Wires shall be protected by convoluted polyethylene (or equivalent) tubing. EE. Install surge suppression for entire 120V system. Electronics/Equipment A. One (1) installed GPS street pilot (or equivalent) system B. One (1) fully automatic satellite system with internet access for up to seven (7) laptop stations. C. Integrated phone system with one (1) phone at each individual work station. 3 incoming line capability. System to be expandable to 6 incoming lines. Speaker phone, hold, redial, and hold functions. D. Cellular interface capability with the above mentioned phone system. Data and Fax capability at 9600 baud min. (dependent on local service provider). Customer may supply phones if possible (users have individual cell phones). E. One (1) front workspace mounted electronic copy board. Include necessary PC interface. F. Install one ?network? system to allow the hookup of up to seven (7) laptop computers that can print, and work online via the digital satellite system. Each permanent workstation shall be equipped with the necessary interface for laptops (customer supplied) to connect to the system (ie: printer and internet). G. Install one (1) radio repeater system to function with Motorola radios. A space shall be wired and available (with power) to allow for six (6) radios to be charged (customer supplied radios). H. Install two 20" color tvs in the vehicle. One in each of the work spaces (front and rear). Near each tv location have a space (rack or shelf) suitable for VCR installation at a later date. Each TV location shall have a A/B switch to choose between cable or antennae sources. I. Install an amplified TV antennae. J. JPC ACU 1000s cross patch communication unit (or equivalent). Installed. K. In all installations, care should be taken to facilitate future replacements, upgrades, or other system changes. Wiring, interfaces, plugs, connections, and access in general should be made to be as least complicated as possible. Interior A. Two (2) Separate work areas. One being the main compartment (towards the driver area). Total of at least 6 workstations in this area. Minimum 4 individual work stations. Fully and equally equipped as described earlier in the document. A single workstation may be located at the passenger seat area must have at a minimum, 120V AC / 12V DC sources, and onboard ?network? access. This work area shall have a laminate finished table space. This space may be retractable if necessary, but built to heavy use standards. The additional (2) two stations shall be at a ?collapsible? table(s). The table(s) should be removable, retractable, or collapsible based on need. Each workstation (except the passenger station) shall have a 5-wheeled office chair included and secured via bungee or strap to each work area. Each chair shall be ergonomically correct, adjustable and have provisions to protect against damage to it or other equipment. Seating at the removable, retractable, or collapsible may be bench seating. Specifications are listed later in this document. The two main work areas are to be separated by a sound absorbing pocket door. The door should be finished with FRP covered plywood. Door should be hung on heavy duty aluminum track with two (2) four-wheel roller trucks per door. B. The rear compartment shall be smaller in size and house two (2) work stations. One may be a table area. The compartments should be separated by a sound deadening privacy door. At least one of these work stations must be supplied with a 5-wheeled office chair as described in item (A) above. C. Install electric heat to maintain 72 deg in 0 deg weather. Separate controls for front and rear of vehicle. D. Install air conditioning sufficient to provide uniform cooling throughout the cabin with up to 12 people in 90 deg weather. At a minimum, the cooling capacity should equivalent of three (3) coleman 13k BTU low profile air conditioning units. E. Install 2 dry chemical fire extinguishers. F. Each window shall be tinted. G. Install mini-blinds on windows. H. Black out curtains for all windows, custom fit, heavy duty fabric. I. Vehicle height sticker in driver compartment J. Install one (1) 9V smoke alarm. K. Install 2-1/2" cove molding as required L. Install sufficient flourescent lighting for the interior of the vehicle. There should be at least four (4) control switches to control the amount of actual lights turned on/off. Lights should be blue/white flourescent lights. M. Individual lights should be installed at each workstation under the cabinets. N. One dome light shall be installed in the driver compartment. O. Bench seats to be sculptured back and seats. Low density foam required. Frame to be 1" min, 14-gauge, high carbon steel tubing or 3/4" plywood designed to meet or exceed FMVSS-571. Customer selects actual fabric after award of bid. Seat bottoms: Density rating min 26 Compression rating min 65 Support factor 2.2 Tapered top angle to be 82 deg Seat backs: Density rating min 28 All seats must meet Federal Motor Vehicle Safety Standards par 571.302. Seam stitching to be done with 8 oz bonded nylon thread Foam to be bonded to plywood Stapled fabric to plywood at least every ?". Stain resistant fabric. Miscellaneous P. Alarm system Q. All locks keyed identically. Two (2) extra key sets provided. R. Hydraulic leveling system. S. Radio and loudspeaker system installed T. Two (2) powered roof ventilators U. Removable dry erase board. V. No lavatory or full galley. Install one (1) min .9 cu. ft. microwave oven (900 watts) Install one (1) under cabinet coffee maker Install one (1) 2.7 cu. ft. Norcold model DE 0051 (or equivalent) refrigerator Cabinet, Workstation, and Storage Compartment Construction A. All cabinet fronts shall be constructed of 3/4" solid oak. Stained and finished with 3 coats of catalyzed lacquer. B. All exposed cabinet sides shall be constructed of 3/4" oak laminated plywood, stained and finished with 3 coats of catalyzed lacquer. C. All cabinet interiors and shelves shall be constructed of 3/4" exterior grade polar plywood. Stained and finished with 3 coats of catalyzed lacquer. D. All cabinets glued and screwed. E. Shelves shall have no gaps on the sides. F. All shelving is to be adjustable (?" increments). G. All overhead cabinets are to have dry erase board doors. H. All other doors are to be oak laminated MDF. I. All doors have chrome plated self closing hinges J. All horizontal doors shall have gas charged lift support cylinders K. All drawers have heavy ball bearing double action drawer slides. L. All areas where counter tops, cabinets, bulkheads and doors meet shall be sealed with caulk. M. Install hinged access panels under counter tops to access radio transceivers wherever applicable. N. All exterior screws to be countersunk and plugged. O. Install storage rack/file cabinet. Body Requirements A. Step-van style aluminum body B. Exterior skin to be .125" strain hardened aluminum, buck riveted to side wall stiffeners. C. Roof to be one piece aluminum. D. Body shall have sedan door curbside with slider window. Continuous piano hinged with two (2) nylon door straps. Drip rail above doors E. One (1) mid body access door. F. Body shall have one (1) Kwikee series 39 or equal 24" wide automatic electric steel entry step painted black with NFPA approved embossed aluminum tread plate step surface at curbside load space door location. G. Body shall have three (3) heavy-duty fluted aluminum grab handles for entry assistance into vehicle. H. Body doors shall have black non skid tape to all door entry sill ans yellow/black warning tape applied to inside door edge. I. Body shall have slam lock, key to lock hardware with #545 key locks. J. Body shall have Whelen 810 series model number 8103RACR (or equivalent) combination stop/tail, turn and reverse lights. K. Body shall have .125" x 1.5" x 3" I-beam side and rear wall stiffeners on 24" centers. I-beam shall have a center web located 1.5" from body skin with a 1.125" slot, 4" from top of stiffener and a 10" long to run 120 WAV conduit around perimeter of truck. L. Body shall have .125" strain hardened aluminum alloy side panels buck riveted o side wall stiffeners for strength and durability. M. Body shall have a one piece .040" aluminum rood with extruded aluminum 1.5" I-beam rood bows on 24" centers. Additional roog bows shall be installed in the last 6' of the roof on 12" centers. N. Body shall have intermittent windshield wiper/washer with single heavy duty wiper motor. V. Entire underside of body shall be undercoated for corrosion resistance. W. Body shall have: engine box cover with acoustical and thermal insulation, extruded aluminum floor with interlocking planks., rear frame mount tow eyes extending past body rear, rear fender flares, full length skirting to extend 18" down from the bottom of floor extrusions, electronic backup alarm, black ?epoxy? coated dash with screw fasteners, structural 5year/50k mile warranty, component 12 months/12k mile warranty. X. Sanded on all exterior surfaces to remove surface imperfections. Sheet metal shall be chemically cleaned and etched prior to finishing. Y. Body base color to be Sikkens GMA 79 code 12 white or equivalent. Walls, Floor, and Ceiling A. Insulate walls and ceiling with a min of 2.5" fiberglass (or equivalent) B. Interior walls covered with 3/4" plywood. C. Interior ceiling covered with ?" plywood. D. Cover all subwalls with Kemlite .090" fire rated FRP lining or equivalent. One piece front to back. E. Cover sub-ceiling with sound absorbing, flame retardant, solution dyed, polypropylene fiber material. 24 oz min. F. Cover ceiling with Veelok or equivalent pile fabric. G. All bulkheads to be finished with Kemlite FRP or equivalent. H. Install 5/8" plywood subfloor. I. Floor to be covered with non skid commercial grade PVC flooring. Continuous piece front to back. Color choice made after bid award. J. Windows to be tinted, radius corners and sliding capability. Graphics A. Install one (1) 4 inch wide reflective stripe on the exterior (back and sides) of the vehicle. Its is to be place 48" above the ground level. B. Install custom non reflective graphics per department specifications. Includes up to seventy (70) 8"-10" letters and forty-five (45) 3"-6" letters. All lettering to be shaded or outlined. C. Install two (2) custom EPA logos (EPA supplied artwork). Support A. 3 year bumper to bumper warranty or as negotiated. B. After-manufacturer installed options (satellite system, garmin GPS, jps acu 1000, televisions, repeater, phone system, etc) shall be covered by a minimum two (2) year warranty. A portion of this may be part of the manufacturers warranty. C. Separately priced - Minimum 2 year service agreement with quarterly servicing. D. Detailed list of recommended maintenance schedule E. Detailed list on ?tips for keeping your MCP functional.? Real world tips to ensure years of dependable service (ie: drive it at least once per month for a 100 mile trip, etc) F. Detailed list of authorized service representatives for all equipment in and on the vehicle. These representatives should be located in the Philadelphia (50 mile radius) area if possible. G. Detailed schematics of all systems including but not limited to the following: Electrical, drive train, HVAC, equipment location, floor plan, external specifications, internal specifications, parts list.
