Description
GENERAL This section applies to all divisions of these specifications except as specified otherwise in each individual Division. 1.01 STATEMENT OF WORK: The work shall consist of, but not limited to, providing all labor, materials, transportation and performing all work necessary, to Repair Electrical and HVAC Capacity,B400, Kadena Air Base, Okinawa, Japan. All works shall be in strict accordance with the contract specifications and drawings subject to terms and conditions of the contract. 1.02 PROJECT ENGINEER QUALIFICATIONS: The Contractor shall appoint a skilled Licensed Construction Engineer or Architectural Engineer, in accordance with paragraphs 1 and 2 of Article 4, Contract Handling Regulations of the Prime Minister's Office of the Government of Japan, as the Project Engineer for this contract. A First Grade Construction Engineer or Architectural Engineer is required if the value of this contract is equal to or greater than $1 million or Yen equivalent, or the total value of all contracts the Contractor has through 18 CONS/LGC is $3 million or Yen equivalent. A Second Grade Construction Engineer or Architectural Engineer is acceptable if the value of this contract is below $1 million or Yen equivalent, or the total value of all contracts the Contractor has through 18 CONS/LGC is less than $3 million or Yen equivalent. 1.03 WORKMANSHIP: A. Materials shall be installed in accordance with the approved recommendations of the manufacturer. The installation shall be accomplished by workmen skilled in this type of work. B. Sufficient precautions shall be taken during the construction to protect all personnel from injury and to prevent damage of the US Government owned materials and equipment. The Contractor damaged US Government properties caused by this project shall be replaced with new materials or equipment without additional cost to the Government. The work shall proceed in such a manner as to minimize the spread of dust and flying particles. Contractor shall be liable for damage to privately owned property caused by contractor negligence or misconduct. C. Demolition and Salvage: Materials to be removed shall be removed carefully so as not to damage material which is to remain. Sufficient safety precautions shall be taken to protect all personnel from injury. All unsalvageable items or items to be removed shall be disposed of off base by the Contractor in an approved dumping area in accordance with the local law at no additional cost to the Government. Contractor shall block, patch, paint and restore all damaged surfaces and openings as a result of the work under this contract to match new and/or existing adjacent surfaces. 1.04 DELIVERY AND STORAGE: Equipment and materials shall be properly stored and adequately protected and carefully handled to prevent damage before and during installation. Equipment and materials shall be handled, stored, and protected in accordance with the manufacturer's recommendations and as approved by the Contracting Officer. Damaged or defective materials and equipment shall be replaced with new materials and equipment at no cost to the US Government. 1.05 STANDARD PRODUCTS: Materials and equipment shall be essentially the standard cataloged products of manufacturers regularly engaged in production design that complies with the specification requirements. Materials and equipment shall essentially duplicate items that have been in satisfactory commercial or industrial use at least two years prior to receipt of proposals. Where two or more units of the same type and class are required, these units shall be products of a single manufacturer. 1.06 MANUFACTURER'S RECOMMENDATIONS: Where installation procedures or any part thereof are required to be in accordance with the recommendations of the manufacturer of the material being installed, printed copies of these recommendations shall be furnished to the Contracting Officer prior to installation. Installation of the item will not be allowed to proceed until the recommendations are received and approved by the Contracting Officer. Failure to furnish these recommendations can be cause for rejection of the material. 1.07 WELDING: Welding shall be in accordance with qualified procedures using performance qualified welders and welding operators. Procedures and welders shall be qualified in accordance with JIS Z 3801 1997 (Standard Qualification Procedure for Welding Technique). 1.08 INSTRUCTION TO GOVERNMENT PERSONNEL: After completion of the project, the Contractor shall furnish the services of competent instructors who will give full instruction to the designated personnel in the inspection, including pertinent safety requirements specified for transformers.
