- Provide design review, construction mangement and contract administration services on the Hebron Regional Wastewater Treatment Plant Design-Build-Operate (DBO) construction contract that will be awarded within the next several months. The selected U.S. Architect-Engineering firm (A-E) will act as an agent for the United States Agency for International Development (USAID)commencing with the award of the DBO contract up to the completion of the construction, start-up and, at the option of the Government, during the optional operation and maintenace (O&M) periods. The scope of work for the A-E will include, but not be limited to, reviewing and recommending approval of the conceptual design and the final design when submitted; reviewing various other submittals; monitoring the DBO contractor's performance and compliance with the terms of their contract; reviewing and recommending approval of the DBO contractor's Network Analysis Schedule, Quality Control Plan, Accident Prevention Plan; and reviewing and recommending approval of the DBO contractor's progress payment requests. The Hebron Regional Wastewater Plant (HRWWTP) will have the capacity to treat 15,000 cubic meters of wastewater per day. The facility will be constructed on an eleven hectare site. Ultimate development at the wastewater treatment plant site will accommodate twenty years of growth with a total capacity of treating 45,000 cubic meter of wastewater per day. The project includes the construction, equipment, training, start-up, and commissioning of the HRWWTP including septage receiving facilities, preliminary treatment, primary treatment, biological treatment, disinfection, solids handling, and on-site effluent storage; a wastewater gravity sewer system (6km) from the influent screening and grit station in Hebron; a reclaimed wastewater conveyance pipe (10km), pump station, and reservoir system; excavation for a future sludge monofill; paved access road; emergency stand-by power; and a telecommunications system. It will be necessary to obtain a Password from robreen@usaid.gov in order to access the draft document. The RFP is for informational purposes only to facilitate SF 330 preparation and is not the official yet to be released DBO RFP document. A firm fixed-price contract is contemplated for these services. Estimated contract period is September 2005 through August 2008, exclusive of O&M options. All firms responding to this announcement will be evaluated on the following factors: (1) Specialized experience of the firm (including each member of joint venture or association) with the type of service required; (2) Capacity of the firm to perform the work (including any specialized services) within the time limitations; (3) Past record of performance on contracts with USAID or other Government agencies and private industry with respect to such factors as control of costs, quality of work, and ability to meet schedules, to the extent such information is available; (4) Ability to assign an adequate number of qualified key personnel from the organization, including a competent supervising representative having considerable experience in responsible positions on work of a similar nature; (5) The portions of the work the architect-engineer is able to perform with its own forces when required; (6) Ability of the architect-engineer to furnish or to obtain required materials and equipment; (7) Familiarity with the locality where the project is situated, i.e., West Bank; (8) Financial capacity; (9) Responsibility of the architect-engineer under standards provided in FAR subpart 9.1; (10) Volume of work previously awarded to the firm by the Agency, with the object of effecting an equitable distribution of architect-engineer contracts among qualified firms. Firms that meet the requirements described in this announcement and wish to be considered must submit Standard Form (SF) 330 Parts I and II to Ron Breen, Unit 7228 Box 26, APO AE 09830 no later than 3:00 p.m. local time June 15, 2005. SF 330s sent by courier or hand carried must be delivered to Ron Breen, USAID Office of Contracts Management, Trade Tower Building 10th Floor, 25 HaMared Street, Tel Aviv, Israel no later than 3:00 p.m. local time June 15, 2005. This notice constitutes USAID?s request for SF 330s and no other document will be issued.
