- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 333411 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested quoters may submit a quote. All interested quoters shall provide a quote for the following line items: LINE ITEM 0001: Ceiling Hung Fan Powered Hepa Unit meeting all of the following required specifications: 1) Aluminum framed High Efficiency Particulate Air (HEPA) filter, with a minimum efficiency of 99.99 percent at 0.3 micron. 2) Washable pre-filter. Pre-filter must be removable. 3) 90 FPM (0.45 m/s) plus or minus 10 FPM (0.05 m/s) average velocity measured 6 in. (152.4 mm) from the diffuser screen. Uniformity plus or minus 20 percent of average or better. 4) Direct drive, continuous duty, 120 VAC, 1/3 Hp (0.25 kW) with sealed-for-life bearings and inherent overload protection. Motor/blower assembly shall be electronically balanced (dynamically) and mounted on vibration dampening rubber mounts. Motor/blower assembly shall be designed to provide rated airflow through a 50 percent increase in initial static pressure. 5) Solid state speed control with RFI suppression for adjusting airflow velocity. 6) Welded aluminum cabinet with exterior finished in corrosion resistant polyurethane enamel. Metal wall thickness from .0625 inch to .0938 inch or approximately 14 gauge. The cabinet shall be constructed of aluminum thick enough as not to create and oil can effect or metallic type noise from the housing rattling or buckling. All dimensions shall be within 1 inch as noted on Attachment 1, entitled "Fan Powered Hepa Unit Ceiling Hung". 7) Down flow discharge. 8) With standard or optional differential magnehelic gauge, gauge will measure static drop across Hepa filter. 9) Minimum of 8 foot grounded cord. 10) Unit must be capable of being hung from concrete structure with ? inch NC threaded rod. Unit must have ? inch NC factory installed connections in each corner for hanging purposes. The Contractor shall state the warranty coverage provided for the equipment. Delivery shall be FOB Destination and shall be completed no later than 12 weeks after receipt of order. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a evaluation of documentation submitted in accordance with this solicitation; and (2) Quotes the lowest price. Evaluation shall be based on information provided in the quotation. Quoters shall include product literature which CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated herein. If paragraph (j) of the provision is applicable, a written submission is required. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001; 2) Description of commercial warranty; 3) One copy of the most recent published price list. All quotes should be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Andrew Perry, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640.
