- THIS IS A MODIFICATION TO NOTICE DATED 4/15/2005. THE PROPOSED CONTRACT ACTION IS 100 PERCENT 8(a)COMPETITIVE SET ASIDE. The Centers for Disease Control and Prevention, Division of Cancer Prevention and Control (CDC), National Program of Cancer Registries (NPCR), has been responsible for providing funded States with ongoing consultation for effective program planning and management, including assistance in the development of model legislation for statewide cancer registries, assistance in establishing a computerized reporting and data processing system, and assistance in monitoring completeness, timeliness, and quality of data. The NPCR Data Completeness and Quality Audits (DCQA) is an evaluation of the completeness of case reporting and quality of the data, including accuracy and completeness of coding. The objective of this project is to provide an assessment of the completeness of reporting and of the level of quality of the data collected by NPCR-funded central cancer registries with an emphasis on: (1) Existence of appropriate policies and procedures for data collection; (2) Existence of appropriate policies and procedures for data quality assessment; and (3) Assessment of the completeness and quality of data within the central cancer registry. All NPCR funded States are required to participate in an audit of compliance with the NPCR standards on data quality and case completeness every 5 years. Award of a FIRM-FIXED PRICE, single contract in accordance with FAR Part 15 is contemplated. THERE IS A BASE PERIOD OF 12 MONTHS AND FOUR OPTION PERIODS OF 12 MONTHS EACH. THE TOTAL BASE AND OPTIONS SHALL NOT EXCEED 60 MONTHS. Interested parties shall be 8(a) concerns to be considered for award. They shall also utilize Certified Tumor Registers (CTR) to perform the audit component of this contract. CDC will consider all responsible sources responding to this Request for Proposals (RFP). ALL QUESTIONS/CONCERNS ABOUT THE RFP SHALL BE SUBMITTED VIA E-MAIL ONLY to BBiltz@cdc.gov. The tentative issue has been changed to May 10, 2005. The complete solicitation package will be available and posted at the FedBiz Opps website for downloading when issued. No telephone requests of the solicitation will be accepted. No hard copy of the solicitation package will be mailed. The North American Industrial Classification System (NAICS) code is 541990 with a size standard of $6.0 million.
