- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI -PS-2005-073, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 512191 and the Size Standard is $25M for this requirement. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures. The National Heart, Lung, and Blood Institute for the National Institutes of Health (NIH), Office of Research Service (ORS), Division of Events Management Services (DEMS) intends to purchase Captioning Services for live and prerecorded unedited transcripts for scientific/medical oral presentations. The objective of this requirement is to acquire broadcast quality captioning services that is in compliance with the requirements of Section 508 of the Rehabilitation Act and to achieve the goals of DEMS, which is to help the world renowned NIH scientist and researchers to communicate and share fundamental creative discoveries, innovative research strategies, and their applications to the NIH scientific community, congress and the public. Objective: To provide real- time captioning for any live and / or pre-recorded oral presentations, which can be decoded and displayed as continuous seamless captioning on television screens, video monitors, internet web cast programs, or satellite broadcast programs. Scope of Work: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) to perform the work set forth, herein. All work under the purchase order will be monitored by the Project Officer. The Contractor?s staff must be proficient in the medical and scientific terminology used by lectures and presenters at NIH, and have the capability to handle up to three live captioning programs simultaneously. In addition, the Contractor shall provide captioning services of lectures / presentations lasting up to eight (8) hours and occurring between 7:00 a.m. ? 9:00 p.m., Sunday through Friday. The Contractor must also have the appropriate technical equipment and connectivity to the National Institutes of Health (NIH), Television Operation Center available to provide live captioning service. The Contractor must have encoder, phone lines, modem and fiber in order to receive signals from NIH and return them to the TOC. Billable time for the Contractor begins upon receipt of the audio signal and ends upon completion of the taped lecture/presentation. Task 1 ? Captioning Services: The Contractor shall perform background research to prep for program events, and provide real-time roll-up / pop-on captioning service to the NIH TOC at the time of programming at 98% or better accuracy rate. Task 2 ? Text Files: Upon completion of each live captioning the Contractor shall provide NIH a continuous text file of the captioning (no overlapping when captioning staff switches). Task 3 ? Onsite Captioning Services: The Contractor shall travel to various Washington, D.C. locations (including Virginia and Maryland) to provide onsite closed and/or open captioning services, as well as, CART (Computer-Aided Real-time Translation) services. Task 4 ? Post Production Captioning: The Contractor shall provide post production captioning with roll up, or pop on captioning, and Real Player post production captioning. Task 5 ? Transcripts: The Contractor shall also provide transcripts of captioned or non captioned programs in Spanish and English. Task 6 ? Test Captions: The Contractor shall complete testing 30 minutes prior to program start time. Task 7 ? Monitor Quality: The Contractor shall monitor the quality of captioning in order to comply with the 98% accuracy requirement. The period of performance is twelve (12) months beginning upon award of the purchase order. Government Responsibilities: Captioning services will be ordered 24 hours in advance. The Contractor will be provided a work order / billing reference number, the projected start and end times of lecture/presentation, and audio signals of each program. Deliverables/Delivery Schedule: The Contractor shall electronically send a text file of each captioning to the Project Officer/Designee within two (2) days of completing the live captioning. Definitions: Captioning - The process of converting the audio portion of a video production or live event onto text which is displayed on a television or film screen. The captions are typically white upper-case against a black background and, when prerecorded, displayed live as the show is broadcast. They may also be permanently visible (open-caption) or viewable only through a decoder (closed-caption) attached to or built into the television. Computer-Aided Real-time Translation (CART) - A form of captioning which provides a word-for-word transcription of the presentation dialog. It may be read on a laptop computer or projected on to screen television or are typically white upper-case against a black background and, when prerecorded, displayed live as the show is broadcast or, for a large audience, onto a full-size screen. They may also be permanently visible (open-caption) or viewable only through a decoder (closed-caption) attached to or built into the television. Inspection and Acceptance: The Project Officer/Designee will randomly review the tapes with captioning for accuracy of names and medical / scientific terminology as well as context of a captioned lecture/presentation. The Project Officer will also obtain feedback from lectures, presenters and viewers of broadcast and any noted deficiencies will be presented in writing to the Contractor who in response will provide a written plan of how to improve the captioning. The Government reserves the right to cancel stop ordering services if performance is deemed unacceptable. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The proposals will be evaluated based is upon the following technical criteria: (1) Demonstrated understanding of scope of work as shown by the technical approach proposed. (2) Demonstrated availability, competence, and experience of the proposed technical personnel. (3) Documented successful past performance experience. The award will be made to the lowest priced, technically acceptable quote meeting the Government?s requirements. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause read as follows: The offeror must include in their quotation, the unit price, the list price, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
