- The FAA William J. Hughes Technical Center requires consultant expertise in the area of Terminal Instrument Procedures (TERPS) to support a new Airport Traffic Control Tower (ATCT) Siting Process Order that requires all ATCT Sitings to use the Airport Facilities Tower Integration Laboratory (AFTIL) in Atlantic City, NJ. The FAA seeks a qualified TERPS expert to provide graphical, 3-dimensional and computer-based analysis on the impact on Airport TERPS surfaces as a result of Siting an ATCT. The consultant must have the ability to study various ATCT locations using a computer-based program that can easily be modified to analyze various airport runway configurations. This work will require coordination, cooperation and review with FAA TERPS specialists within each regional office. The FAA has had numerous difficulties in siting ATCTs in the past and the new Siting Process brings together representatives from many FAA Lines of Business to participate in a simulated airport environment for ATCT siting. The ATCT Siting Team is required to select a minimum of three preferred sites within three working days at the AFTIL. This short timeframe puts extra emphasis on quick, accurate and reliable TERPS analysis. The consultant will also be responsible for holding a TERPS Workshop at the WJH Technical Center at least twice a year. The FAA has a prepared course that is approximately two days long that covers text materials, class exercises, demos with 3-D models and time in the AFTIL lab. The consultant will provide all course materials. In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to simultaneously conduct market research and, in the event that no offerors respond with the requisite capability, to inform the industry of the FAA's decision to contract with Airspace Technology Consulting (ATC) of Park Ridge, IL using single source procedures. ATC is the proprietary owner of the TERPS software and brings the following essential data, experience and capabilities to this program: a. A thorough knowledge of TERPS and the ability to assess the impact of an ATCT on the TERPS surfaces on an Airport. b. The ability to perform TERPS analysis on site at the William J. Hughes Technical Center in 30 minutes or less. c. The necessary resources required by the FAA to conduct the effort. d. The ability to modify the computer program to add, subtract or modify runway configurations and perform TERPS analysis in 45 minutes or less; to add an engine out procedure for departures; to add new runway approaches such as: Lateral Navigation (LNAV), Vertical Navigation (VNAV), Lateral Precision with Vertical Guidance (LPV) or Precision Runway Monitor (PRM). e. 15 years of Obstruction Evaluation (OE) experience in support of the FAA with specific emphasis on TERPS criteria. This includes FAA Order 8260.3B, TERPS Instruction Letters (TILS) and other related Orders concerned with Instrument Approach Procedures Design Criteria. f. Flying experience with a total of 8,000 hrs of flying large commercial type aircraft normally associated with air carrier type operations and at least 1,000 hrs of actual Instrument Flight time. A competitive solicitation is not available for this procurement.
