- Landing Gear Prime Vendor Contract request for information. The Landing Gear Commodity Council (84 MSUG/OBL) is investigating concepts to support the length of the contract period for this procurement. This RFI initiates a concept call for a 10-year, award-term, multiple award, IDIQ contract vehicle. Approximate ceiling: $1.6B, $1.5B of which is for procurement of landing gear spares. Approximately $100M is for modifications, upgrades, engineering services, and remanufacture. The contract is a total small business set aside and envisioned to function as a ?prime vendor contract?. Up to six prime vendors will be selected. Prime awardees will receive additional award terms, to follow the basic award period, based upon their continually improved performance in the areas of cost, schedule, and quality. This RFI requests, specifically, the opinion of industry with regard to the length of the overall proposed contract period of ten (10) years. The basic contract period (length up to three years) will be firm fixed-priced with a prospective price redetermination. All subsequent award periods will include a ceiling price at the time of basic award. Prior to award of the next period, contractors will propose updated fixed prices along with the explanation of the original and updated prices. Upward adjustments are allowable only if the cost of the material has increased by more that 10% over the amount included in the original ceiling prices. The responsibility of demonstrating that this increase has occurred will rest with the contractor; any resultant upward price adjustments will be limited to the amount of the actual material increase and will only be applied to the base cost of materials without adjusting for increased indirect cost rates or profit. Contractors will need to identify the total amount for base material for each item at the time of the original proposal. There are no limits to downward adjustments. Interested parties shall review the Industry Day Papers and other information regarding the Landing Gear Commodity Council, available at: http://www.hill.af.mil/lg2/LandingGear/index.htm RFI submissions shall include: 1) Agreement/disagreement with the 10-year contract proposed concept; 2) Support for or against the concept; 3) Any factors that should be considered to further support or reject the proposed 10-year contract; 4) Alternative approaches/contract period proposed and associated benefits for each approach. Responses are due by 5:00 p.m. Mountain Standard Time, 29 APR 05. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government?s use of such information. The Government reserves the right to reject, in whole or in part, any contractor?s input resulting from this RFI. Responses to this RFI will not be returned. The information provided may be utilized by the AF in developing its acquisition strategy and in its Statement of Objective and Performance Specifications.
