Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Guard Bureau, Procurement Office, 1411 Jefferson Davis Highway, Suite 8200, Arlington, VA 22202 , is issuing this combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice, for Administration Support . This announcement constitutes the only solicitation; proposals are being requested and a written sol icitation will not be issued. This solicitation is set-aside for Small Business. Request for proposal number is W9133L-05-R-0017. The incorporated clauses are those in effect through Federal Acquisition Circular 11. This solicitation is open to any respo nsible and responsive vendor. SIC code is 8741. 1). Objective: The objective is for the contractor to provide Human Resource level staff support, primarily in relation to the efforts associated with establishing the nine (9) Regional OWCP Representative s, (ROR) Program located in Regions: Pennsylvania, Ohio, California, Texas, New York, Florida, Colorado, Washington, and Massachusetts. The contractor shall provide support which allows for joint Army and Air policy and guidance in direct support of the 54 State Headquarters. The contractor shall also have knowledge of The Federal Employees Compensation Act (FECA) for any federal employee who is injured in the performance of duty. The FECA is administered by the Department of Labor (DOL), Office of Wor kers Compensation Programs (OWCP) Division of Federal Employees Compensation (DFEC) who determines all procedural requirements and is solely responsible for entitlement decisions, and will assist in developing policy guidance and project management of OW CP issues as determined necessary by the NGB Office of Technician Personnel. 2). Scope of Work: Technical Requirements; The contractor shall supply the NGB with Human Resource Management Support Services. The contractor shall have experience in DOD and/ or NGB Workers Compensation Policy. 3). Tasking Requirements: The contractor shall provide services in support of a complete review of existing Army and Air National Guard Workers Compensation Program policy in an effort to determine the most efficient means of consolidating similar personnel policies of the Army and Air National Guard. The contractor shall place specific emphasis on providing assistance to the RORs in reduction of work related injuries, decentralization of chargeback costs, reduction of lost workdays, reduction of long-term compensation rolls, legislative proposals, and training requirements. The contractor shall be available to discuss applicable federal laws and changes. The contractor shall create economy of scale and provide joi nt guidance and patterns to enable the 54 State National Guard Joint Staff Headquarters to function in unity with the National Guard J1 Staff. The contractor shall review Legislative initiatives to ensure validation of priorities relative to other initiat ives affecting the OWCP Program of the Army and Air National Guard. The contractor shall review the specific application of potential legislation for effectiveness and joint application to the total National Guard community. The contractor shall be avail able for participation in any OWCP forums on issues specifically developed to enhance the support of the Program. Additionally, the contractor shall have knowledge of all OWCP policies and procedures, and extensive review of statutory provisions and poten tial use with the National Guard Policies. New missions will require extensive knowledge and coordination to ensure the most efficient and deliberate use of th e Army and Air National Guard OWCP Program providing a life cycle of personnel support initiatives that sustain the force. 4). Government Furnished Materials: The Government will provide access to DOD and/or NGB Personnel Policy material, publications, resolutions, forms, directives, etc. as required for the contractor to perform program analysis and implement guidance. 5). Security Requirements: The contractor shall be required to secure access to government buildings and/or installations where Air/A rmy National Guard work is to be performed. 6). Period of Performance: The period of performance shall be twelve (12) months from the date of contract award. 7). Place of Performance: The primary location of performance shall be the contractors offi ce. However, the contractor shall travel as required. 8). Normal Hours of Operation: The contractor shall be available to perform work during the core hours of a normal duty day from 0700 to 1700 as needed to support the Office of Technician Personnel. 9). Travel Requirements: The contractor shall travel to Army/Air National Guard, Active Component Service locations and/or DOD Agencies. The contractor shall complete all travel in accordance with Joint Federal Travel Regulations. A Line Item for Tra vel will be included in the contract at a Not To Exceed price of $20,000.00. The contract will be awarded using the Best Value Methodology where Technical is more important than Past Performance and Price, and Past Performance is more important than Pri ce. The Contractor shall propose a Firm Fixed Price. The Contractor shall provide a Technical Proposal addressing how you will execute the requirement of Item 2) Scope of Work. The contractors past performance will be evaluated based on the PPIMS (Past Performance Information Management System) record and on performance on same or similar work completed in the past three years for DOD, other federal agencies, state or local governments, and/or commercial clients. Past performance elements to be evaluat ed include quality of service, schedule, business relations, and management of key personnel. Please provide two references for same or similar work performed in the past three years. Include project title, performance period, client, and point of contac t with phone numbers. Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a Neutral rating for the past performance factor. Offerors are authorized to provide information on problems encountered, if any, on the identified contracts and the offerors corrective actions. The Government shall consider this information, along with information obta ined from any other sources, when evaluating offerors past performance. Contractor shall provide a copy of the resume of the individual being proposed.
