Description
This synopsis is being provided to publish a requirement for the Environmental Protection Agency?s (EPA) Environmental Response Team (ERT) headquartered in Edison, NJ, with offices in Cincinnati, Ohio and Las Vegas, NV. To support the EPA?s mission and responsibilities in emergency response to uncontrolled releases of hazardous materials (radioactive contamination) and remediation of Superfund site, ERT is procuring two portable radiation detection devises to be used to monitor for and detect gamma ray and neutron radiation that is characteristic of components that might be used in a nuclear devise or a Radiation Dispersal Devise. The radiation detection devises must be unobtrusive while maintaining high detection efficiency. The North American Industry Classification Code is 334511 with a small business size standard of 750 employees. A written solicitation, PR-CI-05-10743, is anticipated to be issued on Monday 5/2/05. The solicitation will be published at the following EPA website http://www.epa.gov./oam/cinn_cmd/ It is anticipated the solicitation will be issued as a request for proposals (RFP). All responsible vendors may submit a proposal in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive proposals. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An offer must include the minimum requirements of the Statement of Work (SOW). In addition to price, the following factors will be used to evaluate the offeror?s technical proposal: responsiveness to the SOW and delivery. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
