- ANSWERS TO QUESTIONS. The Solicitation posted appears to be incomplete. Specifically: The cover page states there should be 148+ pages. There appears to be only 34 pages in the posted solicitation. The organization of the solicitation does not follow the outline provided on the cover page. Portions of the document are missing; for example, Section L starts with L.7 rather than L.1, and Section M seems to be incomplete and was swapped with Section K. In Section L, there are no instructions for providing past performance; the cost volume information is not detailed; and page limitations are not included, etc. Will these sections be made available and if so when? We originally intended to include Section J; however, Section had to be uploaded separately. This is the reason for the miscount of the pages. Item 9 of the cover page does not specify the number of copies of the offer required. Please specify. An original and 3 copies. Item 9 of the cover page does not specify a location for hand-delivery of the offer. Please specify. The Adams Building 2nd Street, SE Room LA 325 Item 9 of the cover page specifies delivery of the bid by 03:00 on 5/02/2005. Please clarify whether this is a.m. or p.m. Will there be an extension to the response date granted based upon the corrections to the solicitation? Not planned at this time. Section B: Section B requests a cost for photoduplication. However, Section C does not specify the requirements for photoduplication. What is being photoduplicated and delivered by the contractor? What type (or types) of photoduplication is required? There is a wide range of duplicating formats including: 35mm microfilm film to paper original filming photocopying cartographic scanning digital images to CD-ROM all formats of photographic reproduction Photoduplication is meant for photocopying project related documents in large volume. It is rarely used. It might be used, for exam;le, if NLS needed a documentation for the website copied and sent to network libraries. Section C (Background) Are there incumbent contractors currently performing this work? yes If there are incumbent contractors, who are they? N/a If there are incumbent contractors, what portions of the work are they currently performing? all If there are incumbent contractors, is the Government satisfied with their prior work? N/a Section C.3 Section C.3 details the utilization of the NIOSS by the different organizations; however, it does not detail any functional requirements for the contractor. Please specify the requirements for this section. The background of NIOSS, etc., describe the purpose of NIOSS and some of the existing functions. The functionality to be developed under this solicitation have not yet been decided. Section C.6 Which release(s) of Oracle is (are) being used? Oracle version 8i and 9i. Version 8i is being used on Web Requisitions, IMS, PICS, PBAS, and WebBraille Which Oracle products are in use and what is the version of each product/components being used? PL/SQL 8.1.7.2.0 and 9.2.0.2.0 Oracle Application Server (9i) Oracle 9i JDeveloper SQL Navigator 4.5 Which version of Crystal Reports is being used? What are the applications and what version of PowerBuilder was used for each application? PowerBuilder version 10 is being used along with PowerGen 6.0. The following applications are using PowerBuilder: PICS, NL, PBAS, CS What browsers and versions must be supported by the web applications? Section C.7: Is PKI in use by Library of Congress? If PKI is used by Library of Congress, who is the certificate authority? INFORMATION IS NOT AVAILABLE AT THIS TIME Are physical and/or logical architecture diagrams for the VPN and NIOSS system access architectures available? If so, please provide a copy. No What IBM-compatible PC architectures are required for this contract, including operating systems, etc.? Generally, we mean recent versions of Windows and the PCs they run on. Section I: Paragraph I.5 of the solicitation notes that funds for this contract do not extend beyond September 30, 1999. Is this information correct? PLEASE DELETE THIS STATEMENT. Section J: Paragraph C.6.2 of the solicitation states that a representative sample of database descriptions, screen layouts, program code and reports is contained in Section J. However, Section J contains no screenshots nor reports. Section D specifies that labeling and packaging instructions are addressed in Section J; however, Section J provides no references to specifications for labeling and packaging. In sections J.2 and J.3, the subsections for the data model, the screen sample and html, and the reports sample are missing. In section J.4, the subsections for process flow, data model and screen shots are missing. SEE THE NEW SECTION J. Section L: For pricing purposes, what is the anticipated date of award? Awards are normally made one to months after the solicitation closes. Is there any transition plan between the new contractor and the incumbent? No. However support for transition to a new contractor is a requirement of the current contract. How many copies of the proposal will you need? Original and four. Do you have a specific format that you would like for contractors to use when responding? Is there a page restriction? NO. Place of performance? Can you list what percentage of time would need to be spent on location at the Library of Congress vs. the time that Contractor's would spend at their own remote location? No. The amount of time spent at NLS, and by contractor staff member, will vary considerably with the circumstances. Is there a perceived dollar value being associated with this project on behalf of the Library of Congress? OFFERORS SHALL PROVIDE BOTH COST AND TECHNICAL PROPOSALS.
