- The Library of Congress intends to negotiate non-competitively with Media Matters LLC, 500 W 37th Street, New York, New York, 10018. The Library has identified the System for the Automated Migration of Media Archives (SAMMA), a system developed by Media-Matters, LLC, as the only system available that combines automated migration of the media with creation of metadata describing the condition of the materials.The Library of Congress needs to acquire a complete system in order to do prototyping projects and test this systems performance and applicability. This system has two (2) parts. The SAMMA Accessioning Station is hardware and software engineered for rapid accessioning and ingest of tapes. The system provides a means to record the results of tape inspection, maintains a database of collection condition, creates unique identifiers for each tape, and enables additional information (such as accompanying documentation) to be associated with the original videotape. The SAMMA Robotic Migration System is hardware and software for the physical handling and processing tapes, the creation of digital files, and the creation of metadata from logs of information gathered during processing. The Robotic Migration System will enable the Library of Congress to perform fully automated migration of a number of video streams on a near continuous 24/7 schedule. The automated process ensures consistent quality metrics over the entire collection because inconsistencies in quality control are eliminated and detection and logging of tape and signal problems are fully automated. Since the SAMMA Accessioning Station and Robotic Migration System are meant to be used together, the Library of Congress needs to purchase them together. The Library of Congress would like to acquire the SAMMA Accessioning Station in June 2005, about 3 months before acquiring the SAMMA Robotic Migration System in order to prepare a sufficient number of tapes so that the robotic system can be tested working at a full production load .
