Description
The Social Security Administration (SSA) intends to negotiate a sole-source acquisition with Martin?s West, Inc., 6817 Dogwood Road, Baltimore, MD. 21244 for the purpose of obtaining both off-site catering services and catering services with banquet space. BANQUET SPACE WITH CATERING SERVICES: Services are for the Agency?s Annual Awards Ceremony to be held on September 21, 2005. Space must be available to SSA beginning at noon on September 20th through 6:00 p.m. on September 21st to allow for set-up and break down of decorations, etc. (see #4A, 5A, 6A and 9A below). The banquet space facility must: 1A) be located within close proximity to the SSA Woodlawn Complex (within 10 miles); 2A) be able to seat 1,200 people in theater style seating for the ceremony which begins at 10:00 a.m. (awardees and guests will begin arriving at 8:30 a.m.); 3A) have the capability to serve a stand-up buffet luncheon for 1,200 beginning at 11:15 a.m. in a separate room which is easily accessible from the ceremony room without going outdoors; 4A) allow the use of 3rd party contractors for decorating, lighting and audio visual needs; 5A) allow 3rd party contractors access to the space beginning after 5:00 p.m. on September 20th; 6A) be able to accommodate the arrival of SSA staff personnel beginning at 6:00 a.m. on the day of the ceremony for the purpose of making final preparations for the event; 7A) offer free parking including at least 20 reserved spaces; 8A) be able to provide a secure storage room for attendees? luggage on the day of the event; 9A) be able to provide a secure storage room for award plaques beginning at noon on September 20th; 10A) be able to provide a separate, private waiting area for a small number of Agency officials; and 11A) be ADA compliant offering easy access to the facility for persons with disabilities. OFF-SITE CATERING SERVICES: Contractor must be able to cater 4 separate receptions at the Social Security Administration, 6401 Security Blvd, Woodlawn, MD as follows: 10:00 a.m. to noon and 1:30 p.m. to 4:30 p.m. on both September 20th and October 19th. Estimated number of attendees: 140 for the September 20th a.m. reception; 275 for the September 20th p.m. reception; 110 for the October 19th a.m. reception; and 125 for the October 19th p.m. reception. For each of the 4 receptions, the contractor must: 1B) provide both set-up and serving staff consisting of at least 5 people to deliver and set-up, serve and replenish food (each staff person must have a government issued photo ID such as a Maryland driver?s license in order to gain access to the building); 2B) furnish matching black plates, plastic wear, bowls and cups; 3B) furnish white napkins that have been imprinted in font, color and wording specified by SSA; 4B) furnish white linen tablecloths with risers covered in red and blue linens for 25? table; 5B) furnish 3 flower arrangements of white flowers (roses, mums, etc.) and 1 carved fruit display; and 6B) remove all trash. Examples of food items includes: muffins, pastries, fresh fruit, cheese and crackers, cookies, juice, coffee, tea, iced tea and bottled water. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, all responses received within 5 government workdays after date of publication of the synopsis will be considered by the Government. A determination by the Government not to compete the proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. The response time is 5 government workdays as allowed by FAR 5.203(a)(1).
