- This is a combined synopsis and solicitation for the following commercial services: </p> 0001- Removal of lead and other by-products from the target trap system on the firing range. Completely service and perform preventive maintenance on all mechanical, electrical, and moving parts of the Action Target Bullet Trap System, Model # TC2. </p> Must comply with EPA standards as prescribed in the following guidelines: </p> Environmental Protection Agency (EPA) Rules</p> 29 CFR 1926.62 "Lead Construction Standards" (scroll to part 62)</p> 40 CFR 745, Lead-Based Paint Poisioning Prevention in Certain Residential Structures </p> 40 CFR 761, PCB use prohibitions </p> Toxic Substances Control Act (TSCA)</p> Asbestos Hazard Emergency Response Act (AHERA) </p> Hazardous Materials Transportation Act (HMTA) </p> Executive Order 12088, Federal Compliance with Pollution Standards</p> and Texas state regulatory standards to include licensing, certification, and proper disposal criteria as prescribed in the following:</p> TCEQ/Texas Department of Health (TDH) Rules </p> 25 TAC 295, Occupational Health</p> Texas Environmental Lead Reduction Rules (Texas Dept. of Health) </p> The government reserves the right to review credentials and validate licensure and review all waste manifests per guidance from the Civil Engineering Squadron, Environmental Flight. </p> Period of Performance</p> Service should be conducted quarterly. Base period of performance will be from 1 May 05 through 30 Sep 05. Request basic contract with two option years.</p> Place of Performance: Sheppard AFB, TX, 76311-2746. </p> This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F3V3SF5076A100. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard 562910 , Size Standard, $12,000,000 Emp, applies to this procurement. IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). EST, 5 MAY 2005. </p> The purpose of this amendment is to answer questions from vendors, extend the response date, and to notify potential contractors of an upcoming site visit pertaining to the Lead Removal & Maintenance Request for Quote (RFQ) # F3V3SF5076A100. </p> Question: Does the contractor have to replace the HEPA filters, if so what are the sizes and quantity? Answer: Yes. Requires eight (8) filters. There are four (4) covers and two (2) filters per cover. Size is standard for Action Target System. </p> Question: Does the bullet trap system have sand, grantex or a bucket collection system? Answer: The bullet trap systems uses buckets to collect the lead and copper fragments. </p> Question: What are the cleaning requirements for the walls and floors? Answer: The walls and bay and firing platform floor need to be pressure washed with a TSP solution and rinsed. Follow the Lead regulations under 29 CFR 1926.62 </p> Question: Can the contractor recycle the collected media? Answer: Yes. </p> Question: Is the contractor responsible for the disposal of all waste and ppe? Answer: Yes, the contractor is responsible for the disposal of all waste and ppe.</p> Question: How long has it been since the gaskets have been changed? Answer: The gaskets have never been changed.</p> Question: Are any protective plates damaged? Answer: No damage. They do have a surface corrosion.</p> Question: Do you know the approximate amount of spent lead to be removed from the traps on a quarterly bases?</p> Answer: The lead has never been removed on a quarterly basis. It has been removed between 12-18 months. Unkown amount. </p> Question: Can you provide the manufacturer's name for Target and bullet trap system? Answer: Action Target</p> Question: How many systems are there? Answer: One (1)</p> Question: Is this an outdoor or indoor range? Answer: Outdoor range</p> Question: Does preventive maintenance include replacement parts or only cleaning and lubricating mechanical moving parts? Answer: Needs to be checked to make sure it is functioning properly. </p> Question: What electrical maintenance ie.. control panel light bulbs, vacuum cabinets, etc. ?
