- The John F. Kennedy Center for the Performing Arts is soliciting competitive technical proposals from small business set-asides located within the Washington DC area. The small business applicable North American Industry Classification System (NAICS) Code is 236220 with Size standard for Small Business of $28.5M annual receipt for the past 3 years. Refer to SBA's size standards in the Code of Federal regulations (CFR) Title 13 Part 121.402 that define whether a business entity is a small business concern. This solicitation is not a competitive bid and there will not be a formal public bid opening. This solicitation will result in an agreement referred to as Basic Ordering Agreement (BOA) for construction projects. Interested responsive and responsible prospective offerors must submit only a written technical proposal to be considered for an award in accordance with the information outlined within the solicitation. The technical proposals will be evaluated in accordance with the source selection process in FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance, Project Approach, Key Personnel, and Apprenticeship Program. A one time site visit is scheduled 10:00 am on May 18, 2005 at The John F. Kennedy Center for the Performing Arts 2700 F Street NW, in Washington DC. Actual time and room number to meet will be identified in the solicitation. Interested contractors are encouraged to attend. The Technical Evaluation Board (TEB) will review and rate each General Contractor?s Technical Proposal. The board will rate against the listed evaluation factors and forward their recommendations for selections to the Source Section Authority(SSA). Multiple BOAs will be written to a minimum of three and maximum of six successful General Contractors to provide the necessary labor, materials, equipment, transportation and supervision to support the requirements for various minor construction projects in Washington DC. After the technical evaluation is completed and BOAs are awarded, competition for the individual projects will be based on the lowest price only. The competition will be limited only to BOA holders. The projects are located in a theater environment that is heavily populated by the Kennedy Center personnel and public under operation 365 days a year. The list of potential projects that require addition, alteration, and renovation are office spaces, storage rooms, toilet rooms, locker rooms, storefront curtain walls, life-safety improvements, includes sprinkler and fire separation. The total dollar value of individual task orders placed against any one agreement shall not exceed $5 million dollars per year. The individual task order projects are estimated between $1 million and $5 million. The award date is planned for June 30, 2005. Currently the list of projects are subject to the availability of funding and tentatively the first individual task order is planned to begin around late November 2005. There is no guarantee that as a result of the competition that the awarded BOA contractors will receive any work. The Government retains the right to continue or not with this agreement beyond an annual basis. The performance period is dependent upon the date of the issuance of the individual task order. Performance and Payment bonding amount is dependent upon the awarded amount of the individual task order selected from the low offer of the awarded BOA contractors.
