- The USDA, NRCS is issuing a combined synopsis/solicitation to request firm, fixed-price quotes, via GSA Schedule or Open Market, for a one-year software maintenance renewal for Serena Software (Merant) software products for the USDA Interoperability Lab in Beltsville, MD. Maintenance period will start on date of award. Prior maintenance expired on 02/28/2005. Quotes for the following support services ONLY are requested: (1) Support Services for Merant Tracker (Supportnet for Merant Tracker) ? Microsoft Windows, Version 6.6, 20 named users; (2) Support Services Merant Version Manager (Supportnet for Merant Version Manager) ? Microsoft Windows, Version 7.5.10, 10 named users; (3) Support Services Merant Version Manager (Supportnet for Merant Version Manager) ? Microsoft Windows, Version 6.8.10, 10 named users; and (4) Support Services for Merant Tracker (Supportnet for Merant Tracker) ? Microsoft Windows, Version 7.5.20, 10 named users. Payment for these services will be made monthly, quarterly, or annually, IN ARREARS, in accordance with U.S. Code 31 USC 3324. Quotes submitted based upon full or partial payment in advance will not be considered responsive. No written RFQ will be issued. All responsible sources may submit a quote which shall be considered by the agency. Sources shall identify whether quote is submitted under a GSA Schedule or Open Market. For Open Market orders, this acquisition is set-aside for small business in accordance with FAR 19.502-2. For GSA orders exceeding the micro-purchase threshold, preference will be given to small business concerns when two or more items at the same delivered price will satisfy the requirement. Award will be based upon a best value determination with respect to a tradeoff between price and the non-price factors terms of technical (capability of the item(s) offered to meet the agency's need)and past performance. There will be no formal ranking of quotes received. For Open Market Orders, the following commercial items provisions apply: 52.212-1 and 52.212-2. Additionally, the following commercial items clauses apply: 52.212-4 and 52.212-5. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. The completed form may be submitted electronically with quote or faxed separately to the Primary Point of Contact to arrive by the response date. ONLY THOSE QUOTES THAT MEET OR EXCEED THE GOVERNMENT'S REQUIREMENTS WILL BE CONSIDERED. QUOTERS ARE NOT TO SUBMIT SALES, MARKETING, OR OTHER CORPORATE LITERATURE THAT DOES NOT SPECIFICALLY ADDRESS THE REQUIREMENTS OF THIS RFQ. Quotes must be submitted via e-mail ONLY to the Primary Point of Contact (Ensminger, Jr.) for receipt by C.O.B. Thursday, May 5, 2005, 3:00 p.m. MT.
