Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, and the test program outlined in FAR 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (RFQ, Request for Quotes) will not be issued. For Open Market orders, this acquisition is set-aside for small business in accordance with FAR 19.502-2. For GSA orders exceeding the micro-purchase threshold, preference will be given to small business concerns when two or more items at the same delivered price will satisfy the requirement. Award will be based upon a best value determination with respect to a tradeoff between price and non-price factors (terms of service, delivery, and past performance). There will be no formal ranking of quotes. Award will be made to the quoter(s) offering the best value to the Government. Single or multiple awards will be made at the Government?s discretion. Only those quotes that meet or exceed the Government?s requirements will be considered. Quoters are not to submit sales, marketing, or other corporate literature that does not specifically address the requirements of this RFQ. The United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Information Technology Services (ITS) is issuing this combined synopsis/solicitation to request firm, fixed-price quotes, via GSA Schedule or Open Market, or a combination of both, for renewal of software and hardware maintenance for a one-year term from date of award for the following products located in St. Louis, MO: Checkpoint Enterprise Coverage of Software Subscription User Center #5294390, Qty 1 each; Firemon Annual Software Subscription for Promotional Bundle for FW-1, Qty 5 each; Firemon Annual Software Subscription for Management Station, Qty 1 each; and Firemon Annual Software Subscription for Firewall Module, Qty 1 each. Payment for the following services will be made monthly, quarterly, or annually, IN ARREARS, in accordance with U.S. Code 31 USC 3324. Quotes submitted based upon full or partial payment in advance will be considered non-responsive. Nokia Annual Essential Maintenance for the IP740, S/N 7H030503232 and 7H03132527, 2 x Qty 12 months; Nokia Annual Access Plus 7x24 Maintenance for IP740, S/N 7H030502327, 1 x Qty 12 months; Nokia Annual Access Plus 7x24 Maintenance for IP740, S/N 7H031400318, 1 x Qty 12 months; Nokia Annual Essential Maintenance for the IP530, S/N 9N021201044, 9N021201040, 9N021201050, 9N021201048, 9N023000904, 9N0223002862, 9N022400252, 9N022700570, 8 x Qty 12 months; Nokia Annual Essential Maintenance for the IP530, S/N 9N024301384, 1 x Qty 12 months; and GOLD SUPPORT that provides unlimited phone support 24 hours, 7 days a week, guaranteed 2-hour call back to open ticket, 24x7 access to support site that covers all aforementioned Checkpoint, Firemon and Nokia products, Qty 12 months. Quoters may bid on any or all requirements; however, preference will be given to quoters providing all requirements. Quoters should specify their payment preference for the items to be paid in arrears, whether monthly, quarterly, or annual payment is preferred. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This notice is a request for competitive proposals. Responsible sources who are interested in this procurement may respond by providing clear and convincing information that identifies their capabilities. Responses shall include relevant pricing and service information.
