- The USDA, NRCS is issuing a combined synopsis/solicitation for the USDA, OCIO, ITS, Operations Security Branch for commercial items under the GSA Federal Supply Schedule, Group 70 contracts. This announcement constitutes the request for quotations for the required items under RFQ number AG-82TS-S-05-0012. A subsequent solicitation document will not be issued. USDA requests firm, fixed-price quotes via GSA Schedule for the following two separate line items for a total of 18 Dell PowerEdge 2850 servers. Required delivery will be 30 calendar days after receipt of order, however, the Government desires delivery no later than May 16, 2005 and vendors who submit quotations with a guaranteed delivery date that is closer to 5/16/05 will be given a more favorable evaluation. Delivery will be FOB Destination, inside delivery, to USDA, OCIO, ITS, OSB, 6501 Beacon Street, Kansas City, MO 64133. (1) Line Item 01. Responses to this solicitation are due by May 4, 2005 at 3:00 p.m. Mountain Time. Quotations shall be emailed to debbie.sanders@ftc.usda.gov. Reference RFQ AG-82TS-S-05-0012 on the subject line of the email message transmitting the quotation. Award will be made by issuance of a delivery order under the applicable GSA FSS contract to the vendor that the Government determines provides the best value (price, delivery period, past performance, and other relevant factors considered). There will be no formal ranking of quotes received. This proposed action is for commercial items for which the Government intends to acquire the brand name items on a sole source basis under 41 U.S.C. 253(C)(1). The USDA, OCIO, ITS Operations Security Branch (OSB) already has multiple installation of Dell servers for its standard Vulnerability Assessment Project which allows the Government to decrease costs on parts and provide for no downtime. Utilizing standard servers allows the OSB to have fewer builds; more easily swap equipment or parts; maintain fewer spare parts; and interface with fewer vendor maintenance personnel. These are costs which could not be recovered through competition. Interested vendors may identify their interest and capability to respond to the requirement or submit a quotation. All responses received by the response date of this synopsis will be considered by the Government. A determination by the Government not to compete the brand name requirements based upon responses to this notice is solely within the discretion of the Government.
