Description
Bechtel SAIC Company, LLC (BSC) herein known as the Contractor, intends to issue a Request for Proposal (RFP) to provide the services described below to prequalified bidders only. To be deemed prequalified to bid on the RFP, potential bidders must respond affirmatively and with sufficient detail to the "Prequalification Criteria" section, Questions 1 through 12, addressing their specific areas of expertise and qualification. Summary Scope of Work: Bechtel SAIC Company, LLC (BSC) has a need to obtain subcontract drilling services for drilling and monitoring well completion activities for the U.S. Department of Energy (DOE). These wells will be used to geotechnically and geophysically characterize the bedrock that underlies planned buildings and other associated structures being designed for an underground high-level nuclear waste repository at Yucca Mountain, in southern Nevada. All drilling activities will occur within Area 25 of the Nevada Test Site. Up to 15 boreholes are planned for this drilling program to depths of approximately 500 to 700 feet each (well above the regional water table located at ~1300 feet deep). A subset of these holes (approximately 8 to 10) will be drilled to an 8-1/2" nominal diameter to obtain high quality chip-sample cuttings for stratigraphic interpretation and geophysical logging activities, prior to completion as monitoring wells. The remaining holes (approximately 5 to 7) will be conventionally cored (HQ size minimum) and then reamed to an 8-1/2" nominal diameter, prior to completion as monitoring wells. All holes are planned as vertical with the exception of one borehole, which will be angled at approximately 30 degrees to 45 degrees from vertical. Wet drilling techniques are required (i.e., mud rotary, foam, etc), with reverse circulation methods strongly preferred. Access to a source of non-potable water will be provided by BSC. Well completion activities in all holes will consist of installing 4-inch nominal diameter schedule 80 PVC casing to total depth of each hole. The annulus of the PVC casing will be grouted with neat cement from total depth to surface. A state of Nevada licensed well driller is required for this drilling program. Location of the Work: All work shall be performed at Area 25 within the Nevada Test Site. Period of Performance: The estimated RFP issuance date is May 2005. The anticipated planned date for award of the Construction Services Subcontract is June 2005. The estimated period of performance is to begin work in July 2005, with an expected duration not to exceed six (6) months. Subcontract Type: It is anticipated that a Lump Sum/Firm Fixed Price Unit Rate Subcontract will be awarded for this requirement. Prequalification Criteria: To qualify to bid on the RFP, the respondent must be able to demonstrate and provide documented evidence to substantiate that the respondent can meet the specified requirements listed below. NOTE: "Respondent" means the firm responding to the Prequalification. 1. Does Respondent have a minimum of five (5) years experience in drilling/coring wells? __YES __NO If "Yes" provide additional information. 2. Does Respondent have a State of Nevada Well Drillers License(s)? __YES __NO 3. Does Respondent have experience in various well drilling/coring techniques including reverse circulation techniques? __YES __NO If "Yes" provide information on what kind, where, when, and how long. 4. Does Respondent have experience working in a desert environment? __YES __NO If "Yes" provide information on where, when, and how long. 5. Does Respondent have experience working as a government subcontractor? __YES __NO If "Yes" provide information on what kind, where, when, and how long. 6. Does Respondent have experience working as a US DOE subcontractor? __YES __NO If "Yes" provide information where, when, and how long. 7. Does Respondent have a QA/QC Program that would be acceptable for work on a DOE site? __YES __NO If "Yes" provide information on the QA/QC Program. 8. Does the Respondent have an Environmental, Safety, and Health (ES&H) Program that would be acceptable for work on a DOE site? __YES __NO If "Yes" provide information on the ES & H Program. 9. Does Respondent understand that working for BSC on the Nevada Test Site requires becoming signatory to the Construction Project Labor Agreement for the Nevada Test Site and must abide by its requirements? __YES __NO 10. Can Respondent provide business and project references that will verify the Respondents technical capability, experience, and the ability to meet schedule requirements? __YES __NO 11. Does Respondent have reliable and well-maintained drilling and support equipment? __YES __NO If "Yes" provide information on the type, age, and quantities of equipment available. 12. Does Respondent have adequate personnel who are trained and experienced to perform the required Scope of Work? __YES __NO If "Yes" provide information on the Respondent?s personnel, their experience, and the company?s experience and capabilities. Response Submittal: Five (5) hard copies and one (1) electronic copy are required no later than the close of business on/or before May 11, 2005, at 1:00 p.m. Pacific Standard Time (PST). Include the company name and address, as well as the name of the responsible person to whom future communications regarding the Prequalification and the RFP should be addressed along with their telephone number, facsimile telephone number, and E-mail address.
