Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI 5022 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2005-03. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole-source basis using simplified acquisition procedures with Stemcell Technologies of Vancouver, British Columbia, Canada for mononuclear subset cell separation products as indicated: Qty 33, 10 pack - 0.3? Column Gravity Feed kit; Qty 58, 10 pack - 0.5? Column Gravity Feed Kit; Qty 16 ? Stem Sep Human B Cell Enrichment Cocktail (10ml); Qty 28 ? Stem Sep Human CD4+ T Cell Enrichment Cocktail (10ml); Qty 27- Stem Sep Human CD8+ T Cell Enrichment Cocktail (10ml); Qty 17 ? Stem Sep Human NK Cell Enrichment Cocktail (10ml). These products have proven to be the most reliable of their kind for obtaining purified, negatively-selected peripheral blood mononuclear cell subsets from HIV-infected patient samples. These cell subsets are needed for a variety of immunological and virological analyses within the Institute. It is essential that we continue to use these same reagents in order to maintain data integrity. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325414 and the small-business size standard is 500 employees. These items will be delivered to a NIAID facility in Bethesda, MD. This is a fixed-price contract and the FOB terms are ?Origin.? This is an indefinite delivery, definite quantity contract and the anticipated period of performance will be 05/18/05-12/30/05-. These items are to be shipped in specified quantities at an end-user?s request. A complete list of authorized end-users is to be provided. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-3, Contractor Terms and Conditions ? Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. FAR 52.225-3, Buy American Act and FAR 52.204-7, Central Contractor Registration. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
