- The following questions and responses are for the Space Radar (SR) Joint Program Office (JPO) sources sought notice that was posted on March 24, 2005 (Reference Number Li-Ion 38) for first-party vendors capable of providing space qualified (or qualifiable) Lithium-Ion (Li-Ion) batteries for possible testing evaluation. No responses are required from vendors as a result of this notice. a. QUESTION: Can a foreign battery supplier be used for the SR system? RESPONSE: Li-Ion batteries have been identified as a potential enabler for the Space Radar (SR) mission. The SR JPO has an opportunity to acquire Li-Ion batteries for development testing through the Foreign Comparative Testing (FCT) program to support a Li-Ion battery test program plan advocated by The Aerospace Corporation. The purpose of this test program is to expand the knowledge base of the operational characteristics of Li-ion batteries in support of various space missions, including LEO applications of SR. Although the FCT program requires that only foreign sources be considered, the SR JPO is actively seeking additional other sources of funding to support testing of domestic Li-Ion battery sources as well. The SR JPO has not established any guidance with respect to foreign-supplied components like Li-Ion batteries. At the appropriate time issues including cost, schedule, risk, performance, industrial-base, etc. will be evaluated and guidance provided. b. QUESTION: Is SR accepting US Based Companies? RESPONSE: The FCT program is designed to test foreign systems/products for evaluation for potential future procurements. The "Sources Sought" request was to explore the options available for the SR program. c. QUESTION: Are you considering buying batteries from foreign sources? RESPONSE: Yes. The Space Radar (SR) Integrated Program office is developing a Foreign Comparative Testing (FCT) proposal. According to SAF/IA, this is used to test foreign products from either a foreign company based in the United States or from the foreign manufacturer. d. QUESTION: Does SR want the contractor to test the batteries? RESPONSE: The SR JPO has identified government owned facilities to test Li-Ion batteries acquired via the FCT program.
