Description
N00421-0010133221 MODIFICATION CHANGE - ALL CHANGES ARE NOTATED IN QUOTATION MARKS THROUGHOUT THE DOCUMENT. ?Contractor is required to possess a Secret Facility Clearance.? The U.S. Coast Guard, under the Deepwater program, is developing the Eagle Eye Unmanned Aerial Vehicle (UAV) manufactured by Bell Helicopter Textron Incorporated (BHTI). The U.S. Marine Corps is also planning on procuring eight production aircraft to under the VUAV program. The Eagle Eye is currently still in the development stage, with its first flight scheduled for the Spring of 2005. The Joint Aircraft Survivability Program Office (JASPO) would like to conduct a preliminary infrared (IR) assessment of the Eagle Eye prototype. This assessment will enable DoD and DHS to characterize the IR signature and susceptibility of a tactical tilt-rotor class UAV. Currently, there are no tilt-rotor class UAVs in the inventory, and there is no historical data or characterization of the susceptibility of this type of platform to IR threats. Tactical UAVs are frequently required to operate in environments where there are IR threats and sensors, either from man-portable air defense systems (MANPADS), night vision equipment, or ships and aircraft equipped with Infrared Search and Track (IRST) sensors. These UAVs will operate under war and peacetime conditions, conducting Intelligence, Surveillance and Reconnaissance for military forces, for homeland defense, and for counter-drug operations. This baseline assessment will facilitate development of concepts of operations and provide a technical basis for survivability enhancements to the platform. ?The Government intends to negotiate and establish a Sole Source Firm Fixed Price contract with Bell Helicopter Textron Inc. to perform a preliminary assessment of the IR signature of the Eagle Eye UAV in several specific flight conditions, under specific bands and background conditions. The total estimated dollar value of this procurement is estimated to be $150,000. Companies interested in responding to this request for information must possess a SECRET facility clearance. Interested parties MAY be required to obtain/enter into a non-disclosure agreement with Bell Helicopter Textron, Inc. THIS IS NOT A REQUEST FOR PROPOSAL. Interested parties should submit the following information describing their capabilities to Ms. Mary Broadhurst: a company pamphlet, brochure, or description of the company?s abilities/history with this type of service; a description of the equipment to be utilized including methods of transporting equipment to the place of performance in Bellevue, Texas; if available - potential cost associated with travel and the collection and analysis of data; the name and telephone number of a company representative that can be contacted, and the company?s address. Once responses are received, interested parties may be requested to provide a presentation to further describe their capabilities.? Written responses to this announcement can be submitted to: Mary Broadhurst NAVAIRSYSCOM NAVAIR Contracts 2.5.1.3.3.6 21983 Bundy Road Unit 7, Bldg 441 Patuxent River, MD 20670 Mary.Broadhurst@navy.mil ?THERE IS NO COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION, MAKE AN AWARD OR BE RESPONSBILE FOR ANY MONIES EXPENDED BY ANY INTERESTED PARTIES IN SUPPORT OF THE EFFORT MENTIONED ABOVE.
