Description
There is no RFP package to download. This proposed contract is an unrestricted procurement. Services include, but are not limited to the preparation of facilities and land use planning studies and documents of various types normally used by the U.S. Navy, and such technical services related to such documents and software as may be requested by the Department of the Navy, Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) for projects and activities at various locations in the Pacific and Indian Ocean Area (primarily, but may include CONUS locations). The primary task anticipated for the Architect-Engineer (A-E), is the originating and the updating of planning studies and documents. Additionally, the A-E may be assigned ancillary work to edit and rework incomplete or preliminary planning documents into final completed products based on technical knowledge and skills gained by professional training and experience in the planning and maintenance of military and Government facilities and installations. Planning documents, as referred to herein, include but are not limited to any document relating to Master Plans, Capital Improvement Plans, Regional Shore Infrastructure Planning (RSIP) Overview and Functional Studies, Special Planning Studies, Air Installations Compatible Use Zones (AICUZ) Studies, Land Use Studies, Base Realignment and Closure (BRAC) Studies, Anti-Terrorism/Force Protection Studies, Military Training Studies, Space Studies (e.g. Administrative), Military Construction and Special Projects write-ups (normally on Department of Defense Standard Form 1391) with supporting documents (e.g. Cost Estimate Site Plans, Floor Plans, NEPA documentation, etc.), Engineering Evaluations (EEs), Facilities Requirements Plans (FRP), Basic Facility Requirement (BFR) justifications, Facility Planning Documents (FPDs), Economic Analyses (EA), System Safety documents, Site Approval requests, Environmental Studies, Civil Engineering Support Plan, Land Inventory Analyses, studies, visual presentations, graphics, and/or any component or portion (not necessarily the entirety) of such documents. Field verification survey work may also be an ancillary part of the planning process. Any preparatory work, visual presentation, briefing, study, or report, which may be required prior to the initiation of any planning document listed, is also included under this contract scope. Planning projects may include those for other U.S. Military Commands and Agencies (e.g. U.S. Air Force, U.S. Army, U.S. Marine Corps, U.S. Coast Guard and other U.S. Agencies) in the Pacific and Indian Ocean area (primarily, but may include CONUS locations), in addition to those of the U.S. Navy. The A-E shall provide all professional services required for the completion of planning documents, including researching data, conducting site surveys, preparing, reviewing, and editing technical text and graphics to ensure completeness and correctness of documents. When such services are required of the A-E for projects not wholly assigned to the A-E alone, the A-E must exercise professional judgment to verify the correctness and validity of the information, and the results and conclusion of the material the A-E is called upon to finalize. The A-E must analyze, coordinate, correlate, synthesize, correct, supplement, and finalize the work assigned. As an example of such an assignment, if the A-E is called upon to finalize the draft of a document or a particular graphic submitted by NAVFAC Pacific, the A-E shall rework such document or graphic until, in the A-E's judgment, the finished product is correct, complete, and reflective of the A-E's professional judgment and standards. RSIP-Link Integration: Provide electronic deliverables for the publication of planning documents and the integration of source data used or generated during the planning process into the data libraries of the Regional Shore Infrastructure Plan (RSIP-Link) information system. The RSIP-Link has several primary functions: to disseminate Regional Overview Plans, Functional Plans, and Other Studies to customer Activities via the internet; to provide document management tools for programs such as the MCON and Special Projects programs; to provide a repository of references and interactive data libraries; to provide access to data spatially through a GIS interface. In order to maintain consistency within and among the regions, all electronic products, including all plans and studies, shall be compatible in operation, look, and feel with the standard format. Plans and studies shall be provided as follows: Overview Plans, Functional Plans, and Other Studies: Overview Plans, Functional Plans, and Other Studies display narrative and graphic information (such as photos, charts, etc.). No external hyperlinks shall be included on the document. Table of contents shall be bookmarked to the appropriate page in the document and all graphics, tables, and appendices shall be embedded into the document. All plans and studies shall have their Table of Contents, Executive Summaries, and Chapters, output to editable and indexed Portable Document Format (PDF). GIS Maps. All maps depicted in graphics shown in Overview and Functional Plans shall come from spatial data kept in a Personal Geodatabase. Themes in a thematic map must be a defined Feature Class in a Personal Geodatabase. Shapefiles of AutoCAD drawing files may be used for themes at the discretion of the PIC. Photographs, chats, presentation briefs, and other graphics: All photographs, charts, presentation briefs, or other graphics developed during creation of the Overview and Functional Plans shall be delivered and organized in a directory tree structure. The general directory structure is a follows: \[Region]\Sub-Region}\Activity UIC]]\filename]. Database tables: All structured tabular data gathered during creation of plans and studies and/or attribute tables linked to map features in the GIS, shall be developed as a relational database and integrated into the RSIP-Link data warehouse. The Government utilizes the following software suite, which conforms to the approved Navy Marine Corps Intranet (NMCI) software suite: Microsoft Windows 2000 Workstation, Microsoft Office 2000 Professional Suite, Microsoft Outlook 2000, Microsoft Internet Explorer 5.5. In preparation of manuscripts, word processing files, desktop publishing documents, and spreadsheets, the A-E shall ensure compatibility with the NMCI software suite. The A-E may be allowed use of alternative software if it can be demonstrated, to the Government?s satisfaction, that the resulting products can be proved in format software that will incur additional costs to access or view data. The selected A-E may be required to participate in a pre-fee meeting within ten days of notification and provide a fee proposal within ten days from the meeting. The contract will be a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity type where the work will be ordered on an "as-needed" basis during the life of the contract provided the Government and contractor agree on a negotiated price. The Government will determine the task order amount by using pre-negotiated labor rates and negotiate the effort required to perform a particular project. The base period of this contract shall not exceed twelve months. The Government reserves the option to extend the contract for an additional three (3) years. The total value over the life of this contract shall not exceed $5,000,000. The Government guarantees a minimum amount of $25,000 for the contract. There will be no future synopsis in the event the options included in the contract are exercised. Estimated date of contract award is August 2005. Proposals may be subject to an advisory audit performed by the Defense Contract Audit Agency. The following selection evaluation criteria, in relative order of importance, will be used in the evaluation of A-E firms: (1) Specialized recent experience and technical competence of particular staff members in the field of planning for U.S. military facilities in general, and U.S. Navy and U.S. Marine Corps facilities in particular. Professional qualification of firm and staff proposed, in the field of regional and master planning and U.S. military facilities planning in the Pacific area. Requires knowledge of military facility requirements and planning constraints, such as explosives safety, airfield safety, electromagnetic radiation compatibility, and anti-terrorism/force protection; (2) Capacity to accomplish the work in the required time and the ability to handle multiple projects at the same time. Quality control practices/techniques. (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (4) Extent to which firms identify and commit to utilize small businesses (SB), small disadvantaged business (SDB), women-owned small business (WOSB), historically underutilized business zone small business (HUBZoneSB) and service disabled veteran-owned small businesses (SDVOSB) in the performance of this contract, whether as a prime contractor, joint-venture, teaming arrangement or subcontractor; (5) Specialized recent experience in integrating U.S. Navy facility and master planning information into electronic tools for use on the internet/intranet, and experience in Relational Data Base Management Systems (RDBMS) and Geographical Information Systems (GIS); (6) Specialized recent experience in preparation of Military Construction documents and U.S. Navy Special Project documents for the budgeting and programming of new construction, repair and renovation projects. For selection criterion (4), the Government will evaluate proposals based on two sub factors: (A) Past performance in Utilization of Small Business Concerns and (B) Participation of Small Business Concerns in this Project. The offeror shall provide the following documentation in support of Subfactor (A): (1) Historical data on utilization of SB, SBD, WOSB, HUBZoneSB, and SDVOSB over the past three years showing dollar value, percentage of work (of total contract value) subcontracted to large businesses, SB SDB, WOSB, HUBZoneSB, and SDVOSB. (2) Information on national awards received within the past three years for outstanding support to SB concerns, (3) Information showing ratings received on completed projects with regards to the firm?s implementation of subcontracting plans (4) Information on any existing, planned or pending mentor-prot?g? agreements under either the DOD or SBA Programs (5) Information on use of Community Rehabilitation Program organizations certified under the Javis Wagner O?Day Program and (6) Final SF 294s on projects completed within the past 3 years. Lack of past performance data should be stated in the proposal. In support of Sub-factor (B), the offeror shall identify each sub-consultant by name, discipline and size status. The offeror is advised that the Government-wide goals for the total value of all prime contracts per fiscal year are 23% to SB, 5% each to SDB and WOSB, and 3% each to HUBZoneSB and SDVOSB. In addition, the NAVFAC PACIFIC FY 05 subcontracting targets in term of dollar value of subcontracts are 74.8% to SB, 15.6% to SDB, 13.92% to WOSB, 1.17% to HUBZoneSB and .12% to SDVOSB. The offerors are reminded that in order to receive proposal evaluation benefit as SDB or HUBZoneSB whether as prime or sub-consultant, proposed SDBs and HUBZoneSBs must be certified by the Small Business Administration (SBA). Prime contractors may determine whether a prospective subconsultant is a certified SDB or HUBZoneSB by accessing the Central Contractor Registration (CCR) at http://www.ccr.gov. For selection criterion (3), the Government will evaluate each firm?s past performance rating(s) from the Architect-Engineer Contract Administration Support System (ACASS) during the evaluation process, which can affect the selection outcome. A-E firms shall provide their DUNS and ACASS number in SF 300, Part II, Block 4. This solicitation requires all interested firms to have an email address. Notifications will be via email, therefore, email address must be shown on the SF 330, Part 1, Section B8. Large business firms who are short-listed will be required to submit a subcontracting plan before negotiations begin for contract award. SECONDARY SELECTION CRITERIA. The secondary criteria will not be commingled with the primary criteria in any type of scoring or evaluation system. The Secondary Selection criteria that apply to this contract are identified in (DFARS 236.602-1(a)(6)(A), (B) and (C). IN SECTION F, BLOCK 24 OF THE SF330 AND ANY ADDENDUM, STATE WHY YOUR FIRM IS SPECIALLY QUALIFED BASED ON EACH OF THE ABOVE EVALUATION CRITERIA. Show the office locations where work will be done and describe the experience and location of those that will do the work. Each firm?s past performance and performance rating(s) will be reviewed during the evaluation process and can affect the selection outcome. A-E firms shall provide their DUNS and ACASS numbers in Part I, Block 8c of the SF330. The contract will require the selected firm have on-line access to E-mail via the Internet for routine exchange of correspondence. A-E firms that are interested and meet the requirements described in this announcement are invited to submit complete, updated Standard Form (SF) 330, Architect-Engineer Qualifications.
