Description
The Department of Defense (DOD) has a current need for portable hand-held computer systems to support speech translation applications in military environments. USJFCOM, on behalf of DOD, is issuing this request for information (RFI) to solicit white papers and information sheets describing technologies that are currently available or will be available within the next 6 months that meet the specifications provided below. This RFI is to support a 180-day (phase 1) schedule and a 365-day (phase 2) schedule for spiral system development. White papers on any specific device should be limited to a maximum of 4 pages and should include approximate ROM costs associated with quantities of 10 each, 100 each and 1,000 each. Hand-held computer systems that include (an) integrated audio device(s) (directional microphone, microphone array, etc.) to support speech translation are preferred. JFCOM reserves the right to adjust the selection of white papers for technical evaluation based on the proposed delivery schedules and resources available to perform evaluations. For this reason JFCOM strongly recommends that interested firms start white papers with a terse summary of what is/will be available in the next 6 months. OPEN DATES: While the RFI will remain open for 180 days, JFCOM will accept and commence review of responses sent thirty days after issuance of this notice, until expiration of the 180 day period. JFCOM reserves the right to terminate analysis of white papers based on time and resources. Resources permitting, JFCOM anticipates that it will analyze and provide feedback to submitters within 30 days of receipt of their white papers. Phase 1 System Requirements: CPU Architecture: X-86 or compatible, Pentium class; CPU Speed: minimum 1 GHz; Operating System: Windows XP; Memory: RAM: minimum 512 MB; Hard disk drive: minimum 20 GB; Integrated Input/Output: Minimum of 2 (two) USB 2.0 ports; Wireless network (Bluetooth and/or 802.11b or higher WiFi); SoundBlaster ? compatible microphone input and headset output; Minimum acceptable noise floor for audio input -50 dB; Touchpad or similar cursor control Display screen: Minimum 6 inch diagonal display Night and daylight readable Touch screen overlay; Operational Temperature Range: 0 degrees F to +140 degrees F; Battery Life: System to operate from field replaceable rechargeable battery for a minimum of 4 hours continuous operation with wireless network enabled. No tools required for field battery replacement; Maximum Size: 60 cubic inches; Maximum weight: 1.5 pounds; Ruggedization: Systems ruggedized for long term field use by soldiers preferred, though non-ruggedized systems will be considered. Phase 2 System Requirements: Phase 2 system will have all the performance characteristics of Phase 1 plus: Support Hands-Free Operation; System can be worn by the user; Audio input/output can be worn by the user; Display element should be easily accessible to the a 3rd party (foreign language speaker; System should include the ability to capture inputs (dialogue) from the foreign language speaker; Directional noise reduction microphone; Sand-proof; Water-proof; Ruggedization: MIL-STD-810 48 inch free fall drop test; Can be Powered/Recharged with ?5590? series LiIon Military Batteries; CPU Speed: min 2 GHz; RAM: 1 GB min; HDD: 40 GB min; Battery Life: 8 Hrs minimum with wireless network operating; Max Size: 40 cu. in.; Operational temperature range -10 degrees F to +140 degrees F (Note: wherever a brand name or trademark reference is made, it is intended to mean brand name or class equal. The contractor is responsible for providing adequate technical and related data to factually justify that the product is equal to the brand or class identified.)
